"Charges of Deputy Commissioners and Superintendents of Police have been assigned to strengthen governance and law & order. - Ladakh L-G Secretariat press statement"

Srinagar, April 28

Ladakh Lieutenant Governor, V.K. Saxena, on Tuesday approved the appointment of Deputy Commissioners and Superintendents of Police for the newly created five districts of the Union Territory, a press statement from the L-G's Secretariat said.

"Charges of Deputy Commissioners and Superintendents of Police have been assigned to strengthen governance and law & order," the statement added.

"Just a day after the formation of five new districts in Ladakh, the Lieutenant Governor Vinai Kumar Saxena, today approved the appointment of Deputy Commissioners (DCs) and Superintendents of Police (SP) in these districts so that the administrative works commence immediately."

"With this prompt action, posts of DCs and SPs in all five new districts -- Nubra, Sham, Changthang, Zanskar, and Drass -- have been filled. This decisive move is aimed at ensuring immediate operationalisation of governance structures, strengthening law and order, and bringing administration closer to the people, particularly in remote and far-flung areas," the press statement said.

The Lieutenant Governor exhorted the newly appointed officials to take charge of their respective districts without any delay.

He urged them to work with full vigour and dedication to fulfil the aspirations of the people and work towards the inclusive development of the districts.

L-G Saxena said that the remaining posts of subordinate officials will also be filled on priority, apart from fulfilling the logistical requirements, to ensure their smooth and effective functioning.

He added that a robust administrative framework is being put in place to support long-term governance and development goals to translate the vision of districts creation into tangible benefits for the people.

He emphasised that decentralised governance will significantly improve service delivery, enhance administrative efficiency, and strengthen law and order at the grassroots level.

The existing district administrations of Leh and Kargil will continue to function with their current officials, while coordinating closely with the newly created districts during the transition phase.

Finally some concrete action! 😊 The announcement of 5 districts was made last year but no appointments happened. At least now DCs and SPs are in place. But what about the subordinate staff? The L-G said they'll be filled on priority - let's see how fast that happens in Ladakh's harsh terrain.

Decentralisation is the key! When you have districts like Drass which is the second coldest inhabited place on Earth, having local administration makes sense. But I hope the officials posted there get proper facilities and hardship allowances. Kashmiris in Ladakh also need to be considered in this new setup.

Appointing DCs and SPs within a day of creating districts shows the government is serious about administration in Ladakh. But my concern is about the local Ladakhi representation in these posts. Hope the appointees understand the unique culture and needs of each region rather than treating them like any other posting.

While this seems like progress, I'm sceptical. Creating districts on paper is one thing, but do we have the infrastructure? Roads, communication, housing for officials - all that takes years. The L-G's statement about 'robust administrative framework' sounds good but ground reality in Ladakh is tough. Let's see the implementation first.

This is a step in the right direction for Ladakh's development. The people of Changthang and Zanskar have been neglected for decades. Having local DCs means faster decisions on education, health, and infrastructure. But the coordination between old Leh/Kargil administrations and new districts needs to be smooth - no bureaucratic delays please! 🙏
