Himachal Pradesh Chief Minister Virbhadra Singh has said that governments in the country function as per the provisions of the Constitution, and not on the dictums of individuals.

Mr Singh was reacting to the statements of former BJP Chief Minister Prem Kumar Dhumal in which he was repeatedly claiming that when its party prime ministerial Candidate Narendra Modi would assume charge at the Centre, Congress governments in the states would be thrown out of power.

Prof Dhumal's statements speak about his autocratic mentality and country is not being run by him, he said while addressing public meetings in favour of Congress nominee Mr Chander Kumar at Jawala Ji, Nagrota Suriyan, Jawali, Rehan and several other places in Kangra Parliamentary constituency today.

The Chief Minister said that he believes in idealistic and principled dual and added that Prof Dhumal considers him as his personal enemy and falsely implicated him in various cases.

He said that he fought for himself and came clean out of these charges in various courts.

Mr Singh also said that BJP leader Shanta Kumar has been fielded as a part of conspiracy so that he may be thrown out of his opponent's way, after he loses the elections. In the past also, Mr Shanta had been defeated by Chander Kumar and Late Sat Mahajan ji. Shanta Kumar had also lost Vidhan Sabha elections twice, which clearly implies that people of the area do not consider him as their leader, he pointed out.
