Bihar govt not to frame fresh law on Tenancy Act: Minister
Patna, Nov 4 : Following controversies due to his statement on the Tenancy Act, Bihar Deputy Chief Minister Sushil Kumar Modi today said the government was not contemplating to frame any fresh law on the Act.
Reacting over the demands of his resignation raised by the members of the ruling NDA following his announcement of distributing Kissan Credit Cards(KCCs) to the tenants, Mr Modi said as per the guidelines of the Reserve Bank Of India (RBI) and National Bank for Agriculture And Rural Development (NABARD) tenants were also eligible to get the KCCs.
It was not essential to be a land owner to get the KCCs, he added.
Mr Modi alleged that the Opposition, specially RJD and the LJP, under a well-planned conspiracy, were trying to creat confusion on the issue among the people.
Neither the Centre nor the state government was in mood to frame any new law on the Tenancy Act, he stated.
He said the Jan Sangh and the BJP were striving for the cause of the land owners and his party would not even dream to frame any law which would be against the interest of the land owners.
Mr Modi said there was rule which enabled a KCC holder to claim ownership on the land and no one should be scared of it. He ruled out issuing any fresh directions for distribution of KCCs among the tenants as the government was already following rules and regulations of the RBI and NABARD. The banks had been asked to follow the rules and regulations of the RBI and the NABARD, he said, adding the banks had also been directed to provide RS 50,000 as loan to the farmers on the basis of KCCs.
He said 92 per cent people had even less than five acres of land and only 0.1 per cent of the population possessed ten acres of land.
The minister said only 35 lakh farmers got KCC and the government had fixed a target to distribute 15 lakh more KCCs.
Refusing to comment on the demands of his resignation by the BJP leaders following his yesterday's statement on the issue of Tenancy Act, Mr Modi said he would try to purge the confusion created on the matter.
