Punia unhappy over Odisha govt. performance to safeguard SC people

National Commission for Scheduled Caste today expressed its displesures over the dismal performance of the Odisha government in providing constitutional safeguards to the SC people in the state.

Commission Chairman P L Punia, who reviewed the performances of the state government at a meeting here today, later told newspersons that state government had miserably failed in providing education, reservation, utilisation of special component plan, checking incidents of atrocity cases and in convicting officials responsible for the lapses.

Though the SC population in Odisha constitue 16.53 per cent of the total population of the state and stands 12th in the country in terms of SC population, the registrtration of henioubns crimes against the SC people the state stands at 7th position in the country.

While in all India level the incidents of heinous crimes against the SCs had increased by 3.99 per cent in Odisha it went up by 18.66 per cent, Dr Punia said.

He said while the conviction rate in the all India level was 31 per cent in Odisha it was only 8 per cent.

Dr Punia said the state level Vigilance and Monitoring Committee which was to meet twice in an year under the Chairmanship of Chief Minister had not met even once since 2010.

Similarly the district level monitoring to be held quarterly was not being held regulrly, he alleged.

The literary rate among the SC was not very encouraging and the female literacy rate in disticts like Gajapati, Rayagada and Koraput was very low.

Similarly the enrolement of SC students in the medical and engineering colleges was only eight per cent against the state population of 16.53 per cent.
