By John Edwards, Panaji, Feb 4 : An RTI activist on Monday filed a complaint against Goa Chief Minister Manohar Parrikar alleging him of illegally appointing a lady candidate to a plum post at Institute of Public Assistance, Provedoria.
The complaint letter to the Anti Corruption Branch (ACB) alleges that Parrikar misused his office to illegally appoint one Soniya Phadte as Program Officer at Provedoria. "Phadte's appointment was done without the approval of the Finance Department and the Cabinet.
A note by Parrikar in June 2012 directed that Phadte's appointment as PO be issued immediately on contractual basis initially for a period of one year and that she be appointed on a consolidated remuneration of Rs 40,000 per month," complainant Aires Rodrigues said. He said that at that time there was no post of PO in the department and neither was there a proposal from the department requiring such an appointment.
The Manohar Parrikar government came to power in March 2012 after defeating the previous Congress-led coalition government by a huge margin. The ACB said an inquiry into the complaint will be conducted whilst also documents will be sought from the concerned authorities for verification.
"If there is any base to the complaint, only then a case will be registered," a senior officer said.
The government during the recent Assembly session passed the Goa Lokayukta (First Amendment) Bill 2013, which has prescribed a substantial penalty for false complaints.
