The Lokacho Adhar (NGO) has demanded the immediate transfer of Director of Higher Education (DHE) Bhaskar Nayak and to insitute an inquiry into his functioning as director with emphasis on delay for release of various vacancies.
The L A president Trajnao D' Mello, speaking to mediapersons here today, demanded that government direct the release of all pending NOCs, which would amount to the first step for institute's academic Autonomy of various posts in all the higher education institutions.
Welcoming the recent conference organised by the Directorate of Education with the CII on 'Higher Education, improving Quality of higher Education to drive Goa's Economy', Mr D'Mello said as a key flag bearer of the education services, CII has embarked on many initiatives to bring about quality in higher Education in India.
Among other topics lack of academic and operational freedom and steps to Institute Academic Autonomy' were key issues that were discussed.
He said the RTI information obtained indicated that the Director of Higher Education needs immediate attention of Chief Minister Manohar Parrikar to put things in proper order altogether 29 institutions come under the Director of Higher Education and having gone through the records of various institutes one can see that NOC's applied by various Institutes for various posts were delayed even for a year and over, he added.
Having one officer for over five years in one position and that too without Recruitment rules for the post, is nothing short of conniving to permit breeding of corruption, Mr D'Mello alleged. Transfers of officers in three years and reshuffle of officers is a part of good governance, he added.
