Leader of opposition in the Punjab Assembly Sunil Jakhar today alleged on the floor of the House that the SAD-BJP government had misappropriated the Central funds meant for post-matric scholarship for the Scheduled Castes (SC) children.
Mr Jakhar made this allegation during the Question Hour in response to the "unsatisfactory" reply given by Welfare Minister Sarwan Singh Phillaur to a question asked by Congress MLA Tarlochan Singh.
He said the Centre released over Rs 90 crore during 2011-12 and 2012-13 for the post-matric scholarship for the Scheduled Castes (SC) children which was not distributed to the students.
"Where is all the money gone?," he asked.
When the Welfare Minister could not give any concrete reply to his query, Finance Minister Parminder Singh Dhindsa said the Rs 109 crore, which included the state contribution into the Central fund, was released by the state government in 2012-13.
Mr Jakhar then asked as to why the money was not released in 2011-12 and where had it gone in the meantime.
Deputy Chief Minister Sukhbir Singh Badal said if the leader of Opposition had any specific questions, he should give it in writing to the Speaker. He also demanded some time for the government to respend to them.
When Speaker Charanjit Singh Atwal asked Mr Jakhar not to press the matter too long and let the House take up other questions, he said the issue of the dalit chilren was important and nothing else could take precedence over it.
The Congress MLAs then rose up and shouted slogans against the government. They relented only when the Speaker assured them that Mr Jakhar's specific questions would be taken up by the House during this session only.
