Uttar Pradesh government, on the directives of the Allahabad High Court, has formulated a new policy to provide gunner, shadows and police security to VIPs and VVIPs in the state.

Principal secretary (home) Anil Kumar Gupta said here today that under the new policy, security would be provided to any applicant at district level for the first three months, application in this connection should be submitted on the prescribed form to the concerning DM/SP.

Under it, decision would be taken for providing security for a maximum of first three months after discussing the matter at the district level committee.

Mr Gupta said after expiry of three-month period given by the district level security committee, the divisional level security committee would take decision to provide security for next three months. The divisional level security committee headed by divisional commissioner, would be comprising DIG range and police superintendent, regional/divisional level officer, special intelligence unit as its members. He said that if any person needed further security after six months, decision would be taken in this connection by a high level committee headed by the principal secretary home. Besides the DGP, the ADGP (security) would be its members. The security arrangements being provided to the VVIPs holding constitutional posts like Governor, Chief Minister at present would continue as earlier. Life time security would be provided to the former Governor and Chief minister and retired judges of the High Court if found necessary.

The security cover being provided to the ministers/state ministers, non government chairman/deputy chairman of the state government corporations, commissions and institutions would continue.

The security arrangements by the security committee to the former MPs/ MLAs, mayors, vice chancellors of the universities, heads of political parties registered/recognised at the state level, witnesses of serious crimes and other persons, on being found justified would be provided on their expenses.

Additional security could be provided by the high level/State level security committee to the VIPs on being found life-time threat. Beside, category wise security would be provided to any VIP according to the yellow book arrangements issued by the Centre. Security would not be provided to such person who is engaged in criminal activities or there is a possibility of its misuse. AK-47 rifle and MP-5 gun would not be provided in personal security.
