Punjab to set up Special Fraud Detection Unit: Minister

Punjab Finance Minister Harpal Cheema announces AI-powered SFDU to combat GST fraud, focusing on fake invoicing and circular trading.

"The unit will be empowered to initiate stringent enforcement actions, including cancellation of suspicious GSTINs. – Harpal Cheema"

Chandigarh, Aug 4

In a significant move to institutionalise tax enforcement, Punjab Finance Minister Harpal Cheema on Monday announced the proposal to establish a state-level Special Fraud Detection Unit, (SFDU) headquartered in Patiala city.

He said this unit would streamline the detection and bring consistency in investigating complex cases involving Goods and Services Tax (GST) violations.

Minister Cheema said the SFDU would be tasked with uncovering and probing high-value GST frauds, with particular focus on breaking down circular trading operations, unearthing anonymous transactions, and eliminating the practice of fake invoicing.

“The unit will be empowered to initiate stringent enforcement actions, including cancellation of suspicious GST Identification Numbers (GSTINs), blocking wrongful claims of Input Tax Credit (ITC), and recommending prosecution against offenders to uphold legal accountability,” he said.

Minister Cheema highlighted the SFDU would leverage advanced technologies, including artificial intelligence (AI), data analytics and centralised backend operations, to enhance its detection capabilities.

The unit will conduct comprehensive data mining and pattern recognition across the state to identify anomalies in tax returns, transaction networks, and goods movement.

The minister said the unit would use data-driven red flags to selectively verify only dubious or miscreant taxpayers, protecting honest taxpayers from unnecessary scrutiny.

This strategic approach, Cheema emphasised, aims to strike a balance between effective enforcement and taxpayer facilitation, ensuring a more efficient and taxpayer-friendly administration.

Detailing the composition of the SFDU, Cheema said the unit would comprise a multidisciplinary team consisting of experienced tax officers, skilled IT professionals, a chartered accountant and a legal officer.

He said the team would be equipped with real-time access to critical datasets such as GSTN information, e-way bill tracking, toll records, and RFID trail analytics, enabling prompt and precise action against tax evasion.

Emphasising that the establishment of the SFDU underscores AAP-led government’s firm resolve to cultivate a tax environment, Cheema said the SFDU will play a pivotal role in safeguarding the state's revenue and promoting a culture of compliance by taking proactive measures to detect and prevent tax evasion, ultimately contributing to the state's economic stability and growth.

Good initiative but implementation is key. Punjab needs to ensure this doesn't become another bureaucratic hurdle for genuine businesses. The AI component sounds promising though!

About time! Tax evasion has become a national sport in India. If this unit can catch even 50% of fraudsters, it will be a big win for Punjab's economy. Kudos to the government for taking this step 👏

Hope they don't misuse this power to harass small businesses. We've seen how tax authorities sometimes behave like they're above the law. Proper checks and balances must be there.

As a CA in Amritsar, I welcome this move! The multidisciplinary team approach is excellent. But they must ensure proper training - many tax officers still struggle with basic GST concepts 😅

Instead of creating new units, why not improve existing systems? Punjab already has multiple enforcement agencies. More bureaucracy = more corruption opportunities. Just saying!

Great initiative! The real test will be whether they go after big fish or just target small vendors. Punjab's economy needs this transparency to attract more investments 💰
