Odisha Cabinet approves 10 proposals, including OSWAS 3.0 under 6 major departments

The Odisha Cabinet has approved 10 key proposals under six major departments, including the implementation of Odisha State Workflow Automation System 3.0 aimed at strengthening digital governance and streamlining official work through electronic processes.
The Cabinet meeting was held at Lok Seva Bhavan in Bhubaneswar, where the proposals were discussed and approved.
In a post on X, the Chief Minister's Office on Wednesday wrote, "Under the leadership of Chief Minister Mohan Charan Manjhi, Odisha is strengthening good governance through digital transformation."
With OSWAS 3.0, the State is expected to advance towards paperless, faceless and transparent administration through an integrated digital workflow platform, enabling more efficient, accessible and accountable governance.

A decisive step towards a modern, responsive and transparent Government," the post read.
OSWAS 3.0 aims to strengthen good governance through digital transformation by providing an integrated digital workflow platform covering government offices from Lok Seva Bhawan to the block level.
The initiative will support a transition towards paperless, faceless and transparent government functioning. It will also provide web-enabled access for anytime, anywhere workflow management. The government has approved Rs 122.60 crore for its implementation, including five years of Operations and Maintenance support.
The latest decisions come as the Majhi government continues to focus on digital transformation and administrative reforms in the state.
The Odisha government has been undertaking several technology-focused initiatives, including projects under the Electronics and Information Technology Department, as part of its broader push towards digital governance.
The state government is shaping its next generation of industrial growth with the 3rd Amendment to the Odisha Semiconductor Manufacturing and Fabless Policy, aligned with ISM 2.

Digital governance is the need of the hour, but I hope they also train the older government employees. Many of them are not comfortable with technology, and if the system isn't user-friendly, it might just create more confusion. Also, what about cyber security? With so much data going digital, we need robust safeguards. 🤔
Good step by Majhi government! The semiconductor policy amendment is also a big deal. If Odisha can attract semiconductor manufacturing, it'll create thousands of jobs for our youth. We're already seeing IT growth in Bhubaneswar, and this will add to it. But implementation is key - let's see how these policies translate on the ground.
I appreciate the effort towards digital governance, but honestly, I'm a bit skeptical. We've heard many such announcements before, and ground reality often remains unchanged. For instance, many government websites are still outdated and hard to navigate. OSWAS needs to be genuinely accessible for rural people too, not just urban tech-savvy users. Also, will there be offline support for areas with poor internet connectivity?
This is exactly what we need! Transparent administration through digital means will help reduce the "dalali" culture in government offices. My father runs a small business and has to visit multiple offices for permits - if this goes paperless, it'll be a huge relief for small entrepreneurs. 👏
The semiconductor policy is interesting but let's not get ahead of ourselves. States like Gujarat and Tamil Nadu are already ahead in this race.
