NHAI launches initiative to develop world-class public toilet facilities at toll plazas

The National Highways Authority of India has launched a nationwide initiative to develop world‑class public toilet facilities at toll plazas to enhance commuter convenience, the government said on Thursday.
NHAI will undertake renovation of existing toilet blocks as well as create new facilities to introduce standardized, indigenously developed designs that combine robust structural features with sustainable and green building infrastructure, the statement from Ministry of Road Transport & Highways said.
The initiative envisages enhancing sanitation blocks at the toll plaza through an Innovative Performance Based Contracts framework, ensuring high standards of cleanliness, functionality and long-term maintenance.
The enhanced sanitation facilities will provide clean, safe and accessible public amenities while ensuring uniform quality standards across the National Highway network.
NHAI has adopted a technology-driven maintenance framework under which the facilities will be operated and maintained in order to ensure sustained service quality.
The operational model integrates Internet of Things (IoT) based live telemetry systems for real-time monitoring of maintenance parameters, enabling proactive upkeep and efficient service delivery.
The framework also introduces a robust performance-linked payment mechanism to ensure accountability. Maintenance agencies will be evaluated through automated Service Level Agreements (SLAs), periodic independent audits and verified commuter feedback received through NHAI's 'Rajmargyatra' Mobile App.
Further, in compliance with the Rights of Persons with Disabilities (RPWD) Act, 2016, all new facilities will incorporate universal accessibility features to ensure barrier-free access for persons with disabilities.
The facilities will also prioritise clean water supply, modern sanitation infrastructure and enhanced hygiene standards, with dedicated provisions designed to ensure the safety and privacy of women travellers.
By creating modern sanitation facilities backed by digital monitoring and outcome-based maintenance, NHAI aims to significantly enhance the travel experience while setting new benchmarks for public amenities on the National Highway network.

This is a much-needed step, especially for women travellers. The mention of dedicated provisions for safety and privacy gives me hope. I've had to hold it in for hours during long trips because the existing facilities are so unhygienic. Universal accessibility for persons with disabilities is also a welcome addition. Kudos to NHAI for thinking about inclusivity.
As an expat living in Bangalore who frequently drives to Chennai, this is fantastic news. Indian highways are improving rapidly, but sanitation has always been a weak link. The IoT-based maintenance and digital monitoring sound very modern. However, I hope they also address the issue of water availability and drainage - many existing toilets stink because of poor plumbing. Let's see if this becomes a model for other public infrastructure.
Good initiative, but I have my reservations. The performance-linked payment mechanism is a step in the right direction, but who will monitor the monitors? Commuter feedback through the Rajmargyatra app is fine, but most truck drivers and daily commuters don't use smartphones. Also, will there be enough attendants to keep these facilities clean round the clock? Implementation is key here - hope the ministry doesn't just make pretty press releases.
This is great news for road trippers like me! I drove from Mumbai to Goa last month and had to stop at a dhaba because the toll plaza toilet was locked and filthy. IoT monitoring sounds tech-savvy - hope they also install sensors for water levels and cleanliness. And yes, separate facilities for women are non-negotiable. Let's make our highways truly world-class.
Good step, but what about the smaller toll plazas on state highways? They are even worse. NHAI should extend this to all national highways and not just the major ones. Also, right to clean water is fundamental -
