Kerala Budget 2025: Good Governance with Empathy to Define UDF’s First Full Budget

Kerala Chief Minister V.D. Satheesan is positioning "Good Governance with Empathy" as the central theme of his administration and the upcoming state budget on June 19. He has frequently cited a verse from the Book of Micah as a guiding principle for combining justice, mercy, and humility in governance. The government’s intervention in the case of Vizhinjam resident Ruvani, where the CM personally arranged housing, is seen as a practical example of this philosophy. Political observers expect the budget to balance administrative efficiency with compassion, focusing on welfare and citizen-centric reforms.

Good governance with empathy likely to define Kerala's budget focus

Thiruvananthapuram, June 14

Kerala Chief Minister V.D. Satheesan is set to place "Good Governance with Empathy" at the heart of his administration and the state budget to be presented on June 19, according to remarks and policy signals that emerged in the early weeks of the new UDF government.

As Leader of Opposition, Satheesan had frequently spoken about the need for a governance model that combines efficiency, accountability and compassion. Since assuming office as Chief Minister, he has repeatedly indicated that "Good Governance with Empathy" would be the defining philosophy of his government, with the upcoming state budget expected to reflect that approach.

A glimpse of this vision was evident during a function held on May 29 at the Suryaprabha Auditorium in Mannanthala, where two bishops of the Mar Thoma Church were honoured on the occasion of the golden jubilee of their priesthood.

Inaugurating the event, CM Satheesan referred to a verse from the Book of Micah in the Bible, saying it had been a guiding principle in his public life and leadership. Quoting Micah 6:8, the Chief Minister said: "What does the Lord require of you? To act justly, to love mercy and to walk humbly with your God."

CM Satheesan told the gathering that these words continue to guide him in his role as Chief Minister. The emphasis on justice, compassion and humility, he suggested, should not remain abstract values but must find expression in governance and public policy.

Political observers believe that the government's recent actions reflect this philosophy.

One example frequently cited is the intervention in the case of Ruvani, a resident of Vizhinjam who became the face of a human-interest issue that drew public attention. The Chief Minister had personally announced that a house would be provided to her and facilitated the identification of a sponsor to make the project a reality.

The move was widely viewed as an example of governance responding to individual distress with empathy rather than limiting itself to routine administrative procedures.

With the UDF government preparing to present its first full budget on June 19, expectations are growing that welfare measures, social justice initiatives and citizen-centric governance reforms will feature prominently.

If CM Satheesan's recent statements are any indication, the budget is likely to seek a balance between administrative efficiency and compassion, reinforcing the government's stated commitment to Good Governance with Empathy.

As someone who studied in Kerala, I'm curious to see how this plays out. The quote from Micah is powerful, but we need actions, not just words. Will the budget prioritize healthcare and education? That would truly show empathy.

I appreciate the Chief Minister quoting the Bible. In Kerala, we have such diversity, and it's good to see a leader embracing all faiths. But I hope this empathy extends to farmers and small business owners who are struggling with rising costs. Let's see real support, not just speeches! 🙏

The Ruvani case was a heartwarming example, but one-off gestures aren't enough. We need systemic change—better public transport, job creation, and affordable housing for all. Good governance with empathy sounds great on paper, but the budget has to walk the talk.

Interesting to see Kerala moving in this direction. In Canada, we value compassionate governance too, but it's often lost in bureaucracy. I hope Satheesan's vision truly translates into policies that help the most vulnerable. Kudos for the inclusive language, but let's wait for the June 19 details.

As a Malayali, I'm cautiously optimistic. The UDF has promised much before but delivered little. Empathy is welcome, but we also need transparency and accountability. Will the budget address the fiscal mess left by the previous government? That's the real test! 😅
