Haryana CM Calls for Legislative Leadership to Tackle AI, Cybersecurity, Climate Change

Haryana Chief Minister Nayab Singh Saini stressed that emerging challenges like AI, cybersecurity, and climate change require public awareness and strong legislative leadership. He spoke at the Commonwealth Parliamentary Association conference hosted by the Haryana Vidhan Sabha, with Lok Sabha Speaker Om Birla inaugurating the event. Saini outlined Haryana's goal to become a trillion-dollar economy with a per capita income of over Rs 40 lakh by 2047. He emphasized that achieving a developed India requires active participation from society, public representatives, and responsible citizens.

Chandigarh, June 8

Haryana Chief Minister Nayab Singh Saini on Monday said emerging challenges such as artificial intelligence, cybersecurity, climate change, rising energy demands, the digital economy, global competition, and social inequalities require not only administrative responses but also public awareness and strong legislative leadership.

Addressing the inaugural session of the three-day conference of the Commonwealth Parliamentary Association (CPA), India Region, Zone-II, hosted by the state Vidhan Sabha, the Chief Minister said the world "is undergoing unprecedented transformation and democratic institutions must continuously evolve to address the challenges of the future effectively".

Lok Sabha Speaker Om Birla formally inaugurated the conference. Deputy Chairman of Rajya Sabha Harivansh Narayan Singh, Haryana Vidhan Sabha Speaker Harvinder Kalyan, Deputy Speaker Krishan Middha, and Parliamentary Affairs Minister Mahipal Dhanda were present on the occasion.

Welcoming the delegates, the Chief Minister described the conference as a proud moment for Haryana. He said the Vidhan Sabha "is not merely an institution but a living symbol of democratic heritage that has witnessed six decades of public aspirations, meaningful debates and historic decisions that have shaped the state's development journey".

He said over the past six decades, Haryana has consistently remained at the forefront of nation-building, making significant contributions in agriculture, sports, defence services, industry, and social transformation, while inspiring the nation through its achievements.

Emphasising that the goal of a developed India cannot be achieved by governments alone, he said it requires active participation from an aware society, dedicated public representatives, and responsible citizens.

"Policies and decisions must ensure that the benefits of development reach the last person in society. The vision of Viksit Bharat encompasses not only economic prosperity but also self-reliance, technological advancement, environmental responsibility, social justice, and strong democratic values."

The Chief Minister said Haryana has embraced the vision of Viksit Bharat @2047 not merely as a slogan but as a collective commitment.

He added that the government has translated this vision into action through concrete initiatives to prepare Haryana for the future.

He said the government has set an ambitious target of transforming Haryana into an economy exceeding one trillion US dollars with a per capita income of more than Rs 40 lakh by 2047.

All departments have been directed to formulate clear short-term and long-term goals to ensure planned development, measurable outcomes, and timely implementation.

The Chief Minister stressed that legislators and public representatives will play the most important role in achieving the vision of a developed state.

"The blueprint for a 'Viksit Vidhan Sabha' can only be drawn by those who understand the needs, aspirations, and challenges of their constituencies at the grassroots level," he said.

Good to see the CM acknowledging that governing alone isn't enough - we need public awareness and legislative leadership. Haryana has done well in agriculture and sports, but the digital economy and social inequalities are where we lag behind. The Vikasit Vidhan Sabha concept is interesting, but let's see how they actually involve public representatives from the grassroots level. Actions speak louder than speeches.

Honestly, every politician talks about Vikasit Bharat @2047 but what about the present? Farmers are still struggling, unemployment is high, and pollution is choking our cities. The CM says benefits must reach the last person, yet many villages in Haryana lack basic internet for this digital economy they're pushing. Please focus on fundamentals first - roads, water, electricity - before dreaming of trillions. 😅

As someone from Haryana, I appreciate the focus on emerging challenges. The state has always been a pioneer - from the Green Revolution to sports excellence. But cybersecurity and AI require specialized skills that our education system isn't producing yet. We need to modernize our schools and colleges, not just talk about it at conferences. Also, social inequalities in Haryana, especially gender issues, need more than just legislative leadership - they need cultural change.
