Bihar cabinet clears 17 proposals, 106 MSME posts, PPP model for medical colleges

The Bihar Cabinet, chaired by Chief Minister Samrat Choudhary, approved 17 proposals during a meeting held at the Cabinet Hall of the Main Secretariat in Patna on Wednesday.
Among the major decisions, the Council of Ministers approved the creation of 106 posts for the Directorate of Micro, Small and Medium Enterprises (MSME) under the Industries Department.
The Cabinet also approved the appointment of personnel against 12 of the 16 sanctioned technical posts in the Directorate of Archaeology under the Department of Art, Culture and Youth Affairs.
The Cabinet approved the allotment of government land at Piprakothi in East Champaran district to the Union Ministry of Education for the establishment and operation of a Kendriya Vidyalaya. The land will be provided on a 30-year lease, with provision for renewal.
Another key decision was the approval of a scheme for digitisation and metadata creation of surveyed manuscripts under the Government of India's 'Gyan Bharatam Mission'.
The Cabinet also granted administrative approval for appointing PwC as the transaction advisor for the operation of 16 medical colleges and hospitals, including dental colleges and hospitals, in Bihar under the Public-Private Partnership (PPP) model. The move is aimed at strengthening healthcare infrastructure and improving the quality of medical services in the state.
Approval was also granted for establishing, operating and maintaining a 'Sports Science Centre' at the State Sports Academy complex in Rajgir. The high-performance centre will focus on sports training and injury management and will be equipped with modern facilities, specialised equipment and the required human resources.
Under the centrally sponsored Atal Mission for Rejuvenation and Urban Transformation (AMRUT 2.0), the Cabinet approved the Jamalpur Water Supply Project at an estimated cost of Rs 102.22 crore and the Munger Water Supply Project at Rs 177.72 crore. The projects are aimed at ensuring a clean and regular supply of drinking water in the two cities.
The Cabinet further approved the establishment of 19 additional exclusive special courts for the speedy disposal of cases pending under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. The courts will be established in West Champaran (Bettiah), Madhubani, Bhojpur (Ara), Siwan, Araria, Supaul, Khagaria, Jehanabad, Buxar, Jamui, Kaimur (Bhabua), Katihar, Sitamarhi, Munger, Madhepura, Banka, Sheikhpura, Aurangabad and Lakhisarai.
To facilitate the functioning of these courts, approval was also given for the creation of 171 non-gazetted posts in the District and Additional Sessions Judge courts.
The Bihar government also approved arrangements for the successful organisation of the 'Har Ghar Tiranga' campaign in 2026. The campaign aims to promote patriotism, national unity and respect for the Tricolour while encouraging widespread public participation.

PPP model for medical colleges makes me a bit nervous. Government hospitals need accountability, not just private management. In states where PPP was tried, we've seen both good and bad outcomes. The key is strict monitoring and ensuring treatment remains affordable for the poor. Hope Bihar learns from other states' experiences.
Water supply projects in Jamalpur and Munger at over ₹280 crore combined - this is genuinely needed. Clean drinking water is a basic right and many towns in Bihar still struggle. The AMRUT scheme has done good work in other cities. Hope the implementation is transparent and completed on time. 💧
19 new special courts for SC/ST atrocities cases is really welcome. The backlog of cases under this act is huge, and proper courts at district level can help deliver justice faster. Also good to see approval for 171 support staff. Justice delayed is justice denied - this shows the government is serious about this issue.
Sports Science Centre at Rajgir is a great concept! Our athletes always complain about lack of modern training facilities. This will help with injury management and performance analysis. But why only one? Bihar has many talented athletes who need such facilities at divisional level too. Small beginnings though. 🇮🇳
Happy to see Kendriya Vidyalaya in Piprakothi! Education infrastructure is improving. 30-year lease with renewal provision seems reasonable. But I wish the cabinet also focused on improving the state government schools which serve the majority of students. KV is good, but our basic education system needs more attention.
