Delhi Govt Adds 23 New Services to Time-Bound Delivery System

The Delhi government has added 23 new services under the Right to Time-Bound Delivery of Services Act. Chief Minister Rekha Gupta announced that approvals for factory plans, shop registrations, and sewerage connections will now have fixed timelines. The move aims to reduce delays and improve administrative accountability for citizens and businesses. It aligns with Prime Minister Narendra Modi's vision of promoting Ease of Doing Business nationwide.

New Delhi, June 22

In a move to strengthen governance and public service delivery, the Delhi government has brought 23 new services under the Delhi Right of Citizens to Time-Bound Delivery of Services Act, 2011, Chief Minister Rekha Gupta said on Monday.

She said the decision will directly benefit not only ordinary citizens but also businesses in industry, trade, hospitality, tourism, construction, and the service sector.

The Chief Minister said the government's objective is to ensure that citizens and businesses receive government services within a defined timeframe. Important approvals, licences, registrations and No Objection Certificates (NOCs) issued by various departments will now be delivered within stipulated timelines.

She said this is expected to reduce unnecessary delays and the need for repeated visits to government offices.

She said the time-bound service delivery mechanism will not only safeguard citizens' rights but also strengthen administrative accountability.

According to the Chief Minister, continuous reforms have been undertaken across the country under the leadership of Prime Minister Narendra Modi to promote Ease of Doing Business.

Carrying forward the same vision, the Delhi government is developing systems that create a more convenient environment for industries, commercial establishments, startups and the service sector, she said.

Under the new framework, approval of factory plans by the Labour Department will be granted within 15 days, while registration under the Shops and Establishments Act will be completed within a single day, she said.

The Delhi Jal Board will provide sewerage connections within 15 days, and the Delhi Tourism and Transportation Development Corporation will issue film shooting permissions within 15 days, said Gupta.

In addition, applications related to electricity meters and connection agreements under the Energy Department will be processed within 60 days.

The Delhi Pollution Control Committee (DPCC) will issue authorisations for the collection, storage, transportation, and recycling of battery waste under the Battery Waste Management Rules within 15 days.

Chief Minister Rekha Gupta said that, among municipal services, registrations for water and adventure sports operators, and approvals for operating amusement parks, will be issued within 60 days.

She said that NOCs from local bodies required for obtaining State Licences for food businesses will be issued within 60 days. Hotel registration or operational permissions and slaughterhouse licences will also be granted within 60 days. Permission for the installation of mobile towers will be provided within 30 days.

The Public Works Department will grant permissions related to road cutting and associated works within 45 days, she said.

Good initiative but 60 days for electricity meter connection? That's still too long in 2025. In many developed countries, this is done in under a week. Also, what about the enforcement mechanism if departments miss deadlines? The Act has been around since 2011 but implementation has been patchy. Let's hope CM Gupta's team has a proper monitoring system in place.

Waah! Single day registration for Shops and Establishments Act! That's what we need - speed and efficiency. My uncle ran a small eatery in Chandni Chowk for years without proper registration because the process was too complicated. This will bring many informal businesses into the formal economy. 👏

I work in the tourism sector and film shooting permission in 15 days is huge. Currently it takes 3-4 months to get clearances for shoots in Delhi. This could really boost filming in the capital and create more jobs for locals. Hope other states follow this model.

Let's see if this works in practice or remains just another government order. The real test will be 6 months from now when we check how many applications were actually processed within the promised timelines. Also, they should have included penalty provisions for officers who cause delays. Without accountability, these reforms are just paper tigers.

Sewerage connection in 15 days and mobile tower NOC in 30 days - these are practical timelines that can really improve urban infrastructure. As someone living in a Delhi MCD area, I know how painful getting basic utilities can be. But seriously, 60 days for amusement park approval? That seems like they're not very serious about entertainment business. 😅
