In August, the government released additional instalment of tax devolution worth Rs 1,09,019 crore to state governments, which was in addition to the normal monthly devolution. The release was in line with the commitment of Government of India to strengthen the finances of states to accelerate their capital and developmental expenditure.

What the report makes clear: The Centre has transferred an extra Rs 1,09,019 crore to states this festive season, with the largest shares going to Uttar Pradesh, Bihar and Madhya Pradesh.

Still open: The report does not yet say how each state plans to spend its share or whether this instalment affects the full-year fiscal deficit target.

Another way to look at it: Additional devolution boosts state spending capacity now, but the timing of transfers matters for states planning capital works late in the year.

Do you think additional tax devolution should be linked to states' capital spending plans?
