Guwahati, Oct 14

Assam Chief Minister Himanta Biswa Sarma on Wednesday inspected the ongoing construction of the Assam Legislative Assembly complex at Khanikar in Dibrugarh and reviewed the progress of the project, which is expected to be completed within 30 months.

The complex, spread across approximately 63 bighas of land, is a key component of the state government's plan to develop Dibrugarh as Assam's second capital.

During the inspection, the officials stated Sarma that around 20 per cent of the piling work had been completed and construction of the boundary wall was progressing. He also discussed weather-related challenges with the executing agencies and suggested changes to the building's front elevation and overall architectural design.

"The construction of the Assam Legislative Assembly complex in Dibrugarh is an important step towards developing the city as the state's second capital," the Chief Minister said, reiterating the 30-month completion deadline.

According to the master plan, the complex will comprise a three-storey Assembly building, a nine-storey MLA hostel above the ground floor, an auditorium, a secretariat block and barracks. Internal roads, parking facilities and landscaped green spaces are also planned as part of the project.

The proposed infrastructure is intended to accommodate legislative proceedings and provide supporting facilities for legislators and officials as Dibrugarh develops its role as the state's second capital.

Later, Sarma inspected the Multi-Disciplinary Sports Complex at Khanikar and reviewed concerns regarding the quality and safety of its infrastructure.

During the visit, journalists accompanying the Chief Minister pointed out issues related to steep and narrow steps in the spectator galleries, sanitary fittings, swimming pool temperature control, lighting, water-level management and leakage from the indoor stadium's roof.

The Chief Minister directed the officials concerned and contractors to address the reported deficiencies and undertake necessary corrective measures. The stadium currently has a seating capacity of around 5,000 spectators, which is proposed to be increased to approximately 35,000.

The two inspections formed part of the state government's review of major infrastructure projects in Dibrugarh, with the Assembly complex and sports facilities expected to strengthen the city's administrative and public infrastructure.
