"PM MITRA parks will generate 3 lakh employment across textile value chain - Giriraj Singh"

New Delhi, September 3

Union Minister Giriraj Singh and Madhya Pradesh Chief Minister Mohan Yadav on Wednesday met industrialists in Delhi and participated in an interactive session on "Investment Opportunities in PM Mitra Park."

Speaking at the event, Singh said Chief Minister Yadav had the ability to follow in the footsteps of Prime Minister Narendra Modi.

"Modi ji had announced the PM MITRA park, which was also a demand of the industry. He also kept industry-friendly prices. Today is Ekadashi, and it's also the Ekadashi of GST. Everything will go smoothly today. The industry has taken a resolve with the country, and the Prime Minister stands with the industry," he said.

He also urged industry leaders to focus on curbing the grey market and recalled government support during the pandemic. "We need to focus on the grey market. During the Covid pandemic, the PM stood with MSMEs. We received your suggestions, and we're working on them gradually. There was a GST Council meeting, and you'll get the news tonight that the government is firm with you," he added.

CM Mohan Yadav said the PM MITRA Park scheme would provide a significant boost to local industries.

"PM Mitra Park scheme has been offered to us by the Ministry of Textiles. It will be a big park and will be built on an area of 2000 acres... Our tribal belt will benefit from this. Our government has always promoted local industries," Yadav said.

In March, Union Textiles Minister Giriraj Singh informed Lok Sabha that each PM Mega Integrated Textile Region and Apparel (PM MITRA) park will generate three lakhs (direct/indirect) employment across all elements of the textile value chain -- spinning, weaving, processing, printing, garment and accessories manufacturing.

To develop integrated, large-scale, and modern industrial infrastructure facilities for the entire textile industry value chain, the government approved setting up seven PM MITRA parks in greenfield/brownfield sites.

It has a financial outlay of Rs 4,445 crore for the period 2021-22 to 2027-28.The government has finalised seven sites for setting up PM MITRA Parks: Tamil Nadu (Virudhnagar), Telangana (Warangal), Gujarat (Navsari), Karnataka (Kalaburagi), Madhya Pradesh (Dhar), Uttar Pradesh (Lucknow), and Maharashtra (Amravati)."PM MITRA parks will offer the opportunity of creating an Integrated Textiles Value Chain right from spinning, weaving, processing, and printing to garment manufacturing with the 5F vision, i.e. Farm to Fibre; Fibre to Factory; Factory to Fashion; Fashion to Foreign," the minister said in his written reply in Lok Sabha.

"Once completed, it is expected that each PM MITRA Park will generate 3 lakh (direct/indirect) employment across all elements of the textile value chain, including spinning, weaving, processing, printing, garment and accessories manufacturing," he added.

The government is implementing various schemes/initiatives aimed at promoting the textile sector pan-India.

The major schemes/initiatives include PM Mega Integrated Textile Regions and Apparel (PM MITRA) parks scheme which seeks to create a modern, integrated large scale, world class industrial ecosystem, which will help in attracting investments and boosting employment; Production Linked Incentive (PLI) Scheme focusing on Man Made Fibre and Apparel, and Technical Textiles to boost large scale manufacturing and enhancing competitiveness; National Technical Textiles Mission focusing on Research Innovation and Development, Promotion and Market Development, Skilling and Export Promotion; SAMARTH - Scheme for Capacity Building in Textile Sector with the objective providing demand driven, placement oriented, skilling program; ATUFS to incentivize technology upgradation and modernization through capital investment subsidy for eligible investment in benchmarked textile machinery; Silk Samagra-2 for comprehensive development of sericulture value chain; National Handloom Development Program and National Handicraft Development Program for end to end support for handloom and handicraft sectors etc.

The government is administering the National Handloom Development Programme and Raw Material Supply Scheme to promote the handloom sector and for the welfare and benefit of handloom workers across the country.

Under the schemes, financial assistance is provided to eligible handloom agencies/workers for raw materials, procurement of upgraded looms and accessories, solar lighting units, construction of workshed, product diversification and design innovation, technical and common infrastructure, marketing of handloom products in domestic/overseas markets, concessional loans under weavers' MUDRA scheme, social security, etc.

Good initiative but I hope they ensure proper environmental safeguards. 2000 acres is a huge area - hope they don't compromise on ecological balance while developing these parks.

Finally some focus on textile sector! Our handloom workers deserve better infrastructure and market access. Hope this brings real benefits to traditional weavers and not just big industries.

Interesting to see the government's 5F vision - Farm to Foreign. If implemented properly, this could really boost India's textile exports and compete with countries like Bangladesh and Vietnam.

Hope the employment generation claims actually materialize on ground. Too often we hear big numbers but the local communities don't get the promised benefits. Proper monitoring needed!

The focus on curbing grey market is much needed! Many small businesses suffer because of unfair competition from unorganized sector. Hope this brings more transparency. 👍

The integrated approach from spinning to garment manufacturing makes sense. Could really streamline the supply chain and reduce costs. Good for making Indian textiles more competitive globally.
