Key Points

TRAI has just released a crucial consultation paper on spectrum auction for IMT services. This follows a formal reference from the Department of Telecommunications seeking recommendations. The paper covers both previously auctioned bands and new ones like 600 MHz and 6 GHz. Stakeholders now have until October 28 to submit their comments on this important telecom policy matter.

Key Points: TRAI Releases Spectrum Auction Paper for IMT 5G Bands

  • DoT seeks TRAI recommendations for auctioning multiple IMT spectrum bands
  • 600 MHz band reconsidered after 2024 auction skip due to equipment issues
  • 6 GHz band availability limited with only 400 MHz currently accessible
  • Stakeholders must submit comments by October 28 and counter-comments by November 11

TRAI releases consultation paper on auction of spectrum for IMT services

TRAI seeks stakeholder input on auctioning IMT spectrum including 600 MHz and 6 GHz bands. Submit comments by October 28 for India's 5G expansion.

"The exercise aims to ensure efficient spectrum management and pave the way for future mobile broadband and 5G expansion in India. - TRAI Press Note"

New Delhi, September 30

The Telecom Regulatory Authority of India (TRAI) on Tuesday released a Consultation Paper on the auction of radio frequency spectrum in the frequency bands identified for International Mobile Telecommunications (IMT), a release said.

The telecom regulator stated in a press note that the move follows a reference from the Department of Telecommunications (DoT), dated May 15, seeking TRAI's recommendations under Section 11(1)(a) of the TRAI Act, 1997.

The DoT's reference includes proposals for auctioning spectrum in both existing and newly identified IMT bands. These include the 800 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2300 MHz, 2500 MHz, 3300 MHz, and 26 GHz bands--previously auctioned in June 2024--and fresh inputs on the 600 MHz and 6 GHz bands, the note said.

The 600 MHz band was not auctioned in 2024 due to limited equipment availability and a lack of global adoption. DoT has now sought fresh recommendations from TRAI before considering it for auction.

Regarding the 6 GHz band, DoT noted that only 400 MHz of spectrum is currently available in fragmented chunks--300 MHz in the 6425-6725 MHz range and 100 MHz in 7025-7125 MHz. The remaining 300 MHz is expected to be available by December 2030, prompting TRAI to explore appropriate timing and conditions for its auction.

In addition, TRAI has been asked to consider a band plan for 67 MHz of spectrum between 1427-1518 MHz, factoring in the assignment of a continuous 24 MHz block to a Government user.

The consultation paper is available on TRAI's website. Stakeholders have been invited to submit written comments by October 28 and counter-comments by November 11, the press note added.

The exercise aims to ensure efficient spectrum management and pave the way for future mobile broadband and 5G expansion in India.

Good to see TRAI planning ahead for 2030 spectrum availability. But I'm concerned about the high costs of spectrum auctions - these expenses eventually get passed on to consumers through higher mobile bills. Need more balanced approach.

As someone working in telecom sector, this consultation paper is much needed. The 6 GHz band allocation will be crucial for 5G-Advanced and future 6G networks. Hope they consider rural connectivity requirements too.

Waiting for better network coverage in tier-2 and tier-3 cities! 🤞 Hope this spectrum auction helps telecom companies expand services beyond metros. Current 5G experience in my city is quite patchy.

While I appreciate the forward planning, I'm worried about the government user allocation in the 1427-1518 MHz band. Hope this doesn't compromise commercial spectrum availability. Public-private balance is important.

Good initiative by TRAI! Spectrum management is key to Digital India vision. Hope they consider small telecom operators too, not just the big players. Competition is essential for better services and pricing.
