In a major recognition of its digital governance initiatives, the Government of Himachal Pradesh has been conferred the "People First Integration Award" by the Ministry of Electronics and Information Technology (MeitY), Government of India, for outstanding achievement in integrating citizen-centric services with the DigiLocker platform, a press release said.

The award was presented at the National Workshop & Conference on DigiLocker 2025 held in New Delhi on November 4, marking a significant milestone in the State's digital transformation journey.

The Department of Digital Technologies and Governance (DDT&G), Government of Himachal Pradesh, led the initiative by integrating 51 HIMSeva (eDistrict) services, along with HimParivar and HimAccess Card services, on the DigiLocker platform.

According to a release, the award was received by Ashish Singhmar, IAS, Secretary, DDT&G, from the Secretary, MeitY, in the presence of the Additional Secretary and Director General, NIC (MeitY), and the CEO, National e-Governance Division (NeGD).

The achievement is a part of the State Government's broader digital governance vision under the leadership of Chief Minister Sukhvinder Singh Sukhu has emphasised the creation of a unified digital ecosystem to ensure transparent, efficient, and inclusive delivery of public services.

Gokul Butail, Principal Advisor (IT & Innovation) to the Chief Minister, congratulated the department and said that the award reflects the State Government's commitment to digital inclusion and citizen empowerment. "This milestone is a testimony to the State's continuous efforts to make governance more accessible, transparent, and citizen-focused through innovation and technology," he added.

Highlighting the technical achievement, Nipun Jindal, Director, DDT&G, said that the department worked in a mission mode to integrate 53 types of citizen certificates and documents on DigiLocker.

These include Him Parivar and Him Access Cards, Bonafide Himachali Certificate, Copy of Parivar Register, Domicile Certificate, Income Certificate, Character Certificate, and A wide range of other eDistrict services, a release said.

An official statement issued on Wednesday said the integration will significantly reduce paperwork and enable seamless, secure, and paperless access to government services for citizens. By linking the services to DigiLocker, the State has ensured that citizens can easily retrieve verified digital documents anytime, anywhere, thereby enhancing transparency and reducing administrative delays.

This achievement positions Himachal Pradesh among the leading states in digital governance and public service integration, reinforcing its reputation as a frontrunner in adopting technology-driven administrative reforms.
