Gujarat CM Bhupendra Patel announces key revenue decision for benefit of lower and middle income citizens

Gujarat waives 80% stamp duty for lower and middle-income families in property transfers via societies and associations, easing financial burdens.

"Only 20% of original duty plus penalties will now be recovered – Gujarat CMO"

Gandhinagar, June 30

Gujarat Chief Minister Bhupendra Patel on Monday took a major revenue-related decision to provide substantial relief in payable duty amounts for housing transfers concerning the state's lower and middle-income families and individuals.

According to this important decision, in cases where societies, associations, and non-trading corporations carry out property transfers through allotment letters or share certificates, up to 80 per cent of the payable duty will be waived. Thus, only about 20 per cent of the original duty amount will be collected.

This exemption will be granted under Section 9(a) of the Gujarat Stamp Act, 1958.

Due to the provisions introduced by the state government's revenue department under the Stamp Act, the financial burden that previously fell on the middle class in such transfer cases will now be significantly reduced.

The CM, displaying sensitivity towards the concerns of these lower and middle-income groups, has adopted a constructive approach.

As per this decision, only an amount equal to 20 per cent of the original duty, along with applicable penalties, will now be recovered.

By reducing the originally payable stamp duty, the state government ensures that the total amount paid--including any penalties--will not exceed what was earlier payable as duty alone in property-related matters.

It is essential to note that the provisions to be issued under the notification, pursuant to this decision, will apply exclusively to transfers made through allotment letters and share certificates by societies, associations, and non-trading corporations.

Earlier, on June 28, the CM inaugurated the National Level Senior Women's Handball Championship, organised by the Sardar Patel Vidya Sankul of the Kutchi Leva Patel community in Bhuj by lighting the ceremonial torch and performing the coin toss.

Extending his best wishes to the women athletes, the Chief Minister stated that the high-level sports culture flourishing in Gujarat is a result of the visionary leadership of Prime Minister Narendra Modi, as per a press release from the Gujarat CMO.

By giving sports equal priority alongside education, the Prime Minister has enabled sporting talents to shine across the nation through initiatives like Khelo India. Hosting the 54th Senior Women's National Handball Championship 2025 stands as a great example of this vision.

As an NRI looking to invest in Gujarat property, this makes the market more attractive. But I wonder - will this apply to all housing societies or just certain categories? The article isn't very clear on eligibility criteria.

Good move but implementation is key! Last time similar benefits were announced, the paperwork was so complicated that most people couldn't claim it. Government should simplify the process and create awareness through camps.

While the stamp duty reduction is welcome, I'm more impressed by Gujarat's focus on sports development. Hosting national championships shows real commitment to youth development beyond just cricket. More power to our women athletes! 💪

This will boost the real estate sector significantly. As a small builder, I can tell you these charges were a major pain point for buyers. Now transactions should become smoother. Hope the notification comes out soon with clear guidelines.

The government should also look at reducing registration charges which are still quite high. And what about property tax reforms? Stamp duty is just one part of the puzzle when it comes to affordable housing.
