New Delhi, May 26

The seventh batch of training for Booth Level Officers (BLO) Supervisors began at the India International Institute of Democracy and Election Management (IIIDEM) in New Delhi on Monday, the Election Commission said in a release.

According to the release, Chief Election Commissioner (CEC) of India Gyanesh Kumar addressed the participants of the training programme, including BLOs, BLO Supervisors, Electoral Registration Officers from Uttar Pradesh, Uttarakhand, Rajasthan and Himachal Pradesh. A total of 353 grassroots election officials (101 from Uttar Pradesh; 82 from Uttarakhand; 83 from Rajasthan and 84 from Himachal Pradesh) are taking part in the training programme. With this, over 3,350 field officials have been trained in the last two months by ECI in New Delhi.

In his inaugural address, CEC Gyanesh Kumar said that these training programmes are essential to ensure that elections are conducted strictly in accordance with the Representation of People Act 1950, Registration of Electors Rules 1960, Conduct of Election Rules, 1961 and the instructions issued by the ECI from time to time.

The CEC also underlined that the participants, through the training, will familiarise themselves with the provisions of first and second appeals against the final electoral rolls as published with the DM/District Collector/Executive Magistrate under section 24(a) of RP Act 1950 and the Chief Electoral Officer (CEO) of the State/UT under section 24(b) respectively. He also encouraged the BLOs and BLO Supervisors to make the electors aware of these provisions during their interactions.

It may be recalled that no appeals were filed from Uttar Pradesh, Uttarakhand, Rajasthan, and Himachal Pradesh after the completion of the Special Summary Revision (SSR) exercise from January 6th to 10th, 2025.

The training is designed to enhance participants' practical understanding, especially in voter registration, Form handling, and field-level implementation of electoral procedures. Participants will also receive practical training on the IT tools. It added that the officials would also be provided with technical demonstrations and training on EVMs and VVPATs, including mock polls.

This is a great initiative by ECI! Training BLOs properly is crucial for free and fair elections. I've seen firsthand how dedicated these officers are during elections in my village in UP. More power to them! 🇮🇳

While the training is commendable, I hope they focus more on digital literacy. Many BLOs in rural Rajasthan still struggle with EVMs and VVPATs. Technology should be accessible to all voters, regardless of location.

Good to see Himachal Pradesh included in this batch. Our hill state has unique challenges with remote polling stations. Hope they train officers specifically for mountainous terrain logistics.

Training 3350 officials in two months is impressive! But quality matters more than quantity. ECI should conduct surprise checks to ensure this training translates to better performance on the ground. Jai Hind!

The fact that no appeals were filed from these states after SSR shows the system is working well. Democracy thrives when election processes are transparent and efficient. Kudos to ECI!

As someone from Uttarakhand, I appreciate the focus on electoral procedures. But can we also train BLOs to be more sensitive towards women voters? Many rural women still face barriers in exercising their voting rights.
