Delhi govt to launch AI-based "Unified Grievance Redressal System" in partnership with IIT Kanpur

In a major step toward transparent and efficient governance, the Government of the National Capital Territory of Delhi, under the leadership of Chief Minister Rekha Gupta, in partnership with the Indian Institute of Technology Kanpur, is all set to implement an Intelligent Grievance Monitoring System, according to an official release.
This AI-powered platform will integrate Delhi's main grievance redressal portals into one unified dashboard, enabling smarter analysis, quicker resolutions, and enhanced public service delivery.
Currently, Delhi citizens can lodge complaints through various systems, including the Public Grievance Management System. While each portal serves a purpose, its disconnected operation often leads to delays, duplication, and a lack of holistic oversight. The new IGMS, developed by IIT Kanpur, will seamlessly integrate these platforms using secure APIs and advanced AI/ML tools.
It offers various features, including 'Unified Dashboard', a single view of all grievances filed across PGMS, LG Listening Post, Centralised Public Grievance Redress and Monitoring System (CPGRAMS) and other grievance portals. 'Semantic Search' allows users to search complaints by meaning, not just keywords.
Moreover, it offers 'Root Cause Analysis', which helps to identify underlying issues behind recurring grievances.
While the 'Department Prediction & Spam Filtering' automatically routes complaints to the correct department and filters out spam, the 'Redressal Efficacy Ranking' ranks departments and regions based on grievance resolution performance.
The Document OCR (Optical Character Recognition) digitises handwritten or typed complaint documents for easy processing.
As per the release, IIT Kanpur will handle system integration, cybersecurity audits (Vulnerability Assessment and Penetration Testing), and maintenance of the portal. This initiative aims to bring greater transparency, accountability, and efficiency to Delhi's grievance redressal mechanism.
Responding to this new AI-based redressal system, IT Minister of Delhi, Pankaj Kumar Singh, said, "We are embracing technology to serve Delhi's citizens better. This AI-driven grievance monitoring system will not only integrate multiple portals but also empower our officials with data-driven insights. It is a leap toward responsive, accountable, and citizen-centric governance."
The Intelligent Grievance Monitoring System (IGMS) is an artificial intelligence and machine learning-based platform designed to consolidate, analyse, and monitor public grievances. Great initiative. The 'Root Cause Analysis' feature is crucial. So many times, we complain about waterlogging or garbage, but the underlying drainage or municipal contract issue never gets fixed. This could help tackle the real problem.

Sounds impressive on paper. But the real test is on the ground. Will the AI actually understand the nuance of a complaint written in Hinglish? And will the babus in the departments actually use this system properly? Time will tell.
