Uttarakhand reshuffles IAS officers, one IFS officer
Dehradun, July 24
The Uttarakhand government has issued a significant transfer and posting order for several senior Indian Administrative Service and Indian Forest Service officers. The order takes immediate effect to reorganise key administrative positions across various departments.
According to the notification, multiple officers have been relieved from their current responsibilities and assigned new roles. Lalrinliana Fanai, a 1997-batch IAS officer, has been relieved of the charge of the Excise Department while continuing other responsibilities.
Nitesh Kumar Jha, a 2002-batch IAS officer, has been moved from Information Technology, Suraj and Science and Technology to the Panchayati Raj Department as secretary. Ravinaath Raman, a 2004-batch IAS officer, has been assigned the charge of the Transport Department and Commissioner Transport after being relieved from School Education.
Dr Pankaj Kumar Pandey, a 2005-batch IAS officer, has been posted as Secretary of Information Technology, Suraj and Science and Technology Department. Brijesh Kumar Sant, a 2006-batch IAS officer, has been given the charge of the Excise Department after being relieved from Transport-related responsibilities. Dr Surendra Narayan Pandey, a 2007-batch IAS officer, has been posted as Secretary of Sugarcane Development and Sugar Department.
Jyoti Yadav, a 2009-batch IAS officer, who was waiting for posting, has been appointed Secretary of School Education (Primary and Secondary). Yugal Kishore Pant, another 2009-batch IAS officer, has been moved to the Secretariat Administration Department. Ranveer Singh Chauhan, also from the 2009 batch, has been assigned the Finance Department by relieving him from responsibilities of Secretary, Sugarcane Development, Sugar Department.
In the Indian Forest Service, Dr Parag Madhukar Dhakate has been relieved of certain responsibilities in the Panchayati Raj Department. Abhishek Ruhela, a 2015-batch IAS officer, has been posted as Additional Secretary in the State Property Department and State Property Officer.
The order directs all concerned officers to immediately assume charge of their new assignments and submit compliance reports.

As someone who follows Indian bureaucracy from abroad, this seems like standard administrative housekeeping. The Panchayati Raj and Finance departments getting new secretaries could streamline rural development and budgets. Hope it works out! 🇮🇳
Finally, Jyoti Yadav gets a posting after waiting! School Education needs fresh energy. But I'm concerned about constant shuffling—officers barely settle before being moved. How can they implement long-term projects? 🙏
Excise Department change is interesting—Brijesh Kumar Sant has experience in revenue departments. But why is IFS officer Dr Dhakate being pulled from Panchayati Raj? Forest and rural development need coordination, not separation.
Can't help but compare with US system—Indian bureaucracy is both efficient and opaque. Transfers like these are necessary but lack public accountability. At least the government published a detailed order. 🤷
Good to see Abhishek Ruhela getting additional secretary role—young officers need exposure. But Property Department post is crucial for land disputes in Uttarakhand. Hope he handles it with care. 🤞
