University students witness Himachal Pradesh Assembly Monsoon Session; Speaker Kuldeep explains legislative functioning

Himachal Pradesh Legislative Assembly Speaker Kuldeep Singh Pathania on Monday interacted with political science students from Himachal Pradesh University, briefing them on the legislative process, constitutional governance, and the role of elected representatives.
According to a press release issued by the Himachal Pradesh Legislative Assembly, addressing the students of the Political Science Department of Himachal Pradesh University who came to witness the proceedings of the third day of the Monsoon Session of the Himachal Pradesh Legislative Assembly today, HP Legislative Assembly Speaker Kuldeep Singh Pathania said that the entire state of Himachal Pradesh is divided into 68 constituencies under the delimitations of 1972 and 2007, which include seats for the General category, Scheduled Castes, and Scheduled Tribes.
During his interaction with the students, Pathania asked what the Legislative Assembly is and what functions it performs. In response, all the students said in one voice that the Legislative Assembly is a House of elected representatives who constitute the Assembly, and the Legislative Assembly possesses the power to frame laws, which the Constitution of the country has empowered them to make.
Pathania said that the party whose numbers exceed the required majority forms the government, whose head is the Chief Minister. The Chief Minister forms the Cabinet, whose maximum limit in Himachal Pradesh is fixed at 12, including the Chief Minister.
In addition, the Speaker of the Legislative Assembly is elected by the elected Members of the Legislative Assembly. The Speaker conducts the session by maintaining harmony between both sides. His main function is to conduct the proceedings impartially, orderly, and in accordance with the rules.
In the Legislative Assembly, the Speaker is the supreme, constitutional, and administrative head of the House. The Speaker moves forward the List of Business and debates of the House according to prescribed rules. He determines which subject will be taken up for discussion and when, and grants permission to members to speak.
In the event of indiscipline in the House, the Speaker can also take necessary action. In this manner, he plays a vital role in maintaining the dignity and decorum of the House.
