Cabinet Approves Guwahati-Tezpur NH-15 Corridor and GOBARdhan Bioenergy Scheme

The Union Cabinet approved the development of a 135.871 km, 4-lane access-controlled Guwahati-Tezpur Corridor of NH-15 in Assam at a cost of Rs 8,970.20 crore on BOT Toll Mode. The project includes five major bypasses and an Emergency Landing Facility coordinated with the IAF to decongest existing NH-27. Additionally, the Cabinet approved GOBARdhan, a National Circular Bioenergy Scheme with a Rs 23,731 crore outlay to convert biomass into clean fuel and organic manure. The scheme will be implemented from FY 2026-27 to 2035-36, aiming to establish Compressed Biogas as a major energy pillar.

The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi on Thursday approved the development of 135.871 km, 4-lane access-controlled Guwahati-Tezpur Corridor of NH-15 in Assam.

Information and Broadcasting Minister Ashwini Vaishnaw told the media after a meeting of the Union Cabinet that the project will be developed on Built-Operate -Transfer (BOT) Toll Mode at a total capital cost of Rs.8970.20 crore under NH(O).

The project envisages construction of an Emergency Landing Facility (ELF) (4.9 Km.) in Tezpur Bypass which have been finalized in coordination with IAF and would decongest existing NH-27 (East west Corridor) on the south side of Brahmaputra river.

It includes construction of five major bypasses of length 58.7 Km., thereby easing congestion on stretches passing through densely populated areas such as Baihata Chariali, Sipajhar, Kharupetia, Dekiajuli, Tezpur.

In another decision, the Union Cabinet approved GOBARdhan, the National Circular Bioenergy Scheme, with a total outlay of Rs.23,731 crore.

GOBARdhan marks a defining moment in India's clean energy journey. It will transform the country's abundant agricultural residue, cattle dung, press mud, municipal organic waste and other biomass resources into clean fuel, organic manure, rural income and national economic value.

The Scheme will be implemented from FY 2026-27 to FY 2035-36 and will establish Compressed Biogas as a major pillar of India's future energy mix.

Through assured demand, remunerative and stable pricing, capital assistance, pipeline infrastructure, credit support and technology development, GOBARdhan will provide the strong and predictable framework required to take India's CBG sector to national scale.

Finally, some attention to the Northeast! The BOT model means private investment, which often leads to concerns about toll rates. But if it genuinely decongests NH-27 and improves logistics, I think people will accept reasonable tolls. My only hope is that land acquisition and construction don't get delayed—the region needs this connectivity urgently.

Impressive infrastructure push. The ELF component with the IAF shows thoughtful planning for national security alongside civilian needs. The 4-lane access-controlled design should significantly improve freight movement and reduce travel time. The GOBARdhan scheme also makes sense—bioenergy is a sector India needs to scale up.

As a student from Tezpur University, I can vouch for the importance of this corridor. The current roads are poorly maintained and very slow. But we must ensure that such big projects also address the hill cuts and environmental concerns in our region. Good progress, but development should not come at the cost of our forests and local communities.

Rs 8,970 crore for a 4-lane access-controlled corridor—this is the kind of investment we need for the Northeast's economic integration. The five bypasses for towns like Kharupetia and Dekiajuli will actually reduce accidents in those dense areas. Regarding GOBARdhan, converting cattle dung into CBG will also help our farmers with extra income. Great move!
