Supreme Court Collegium Approves Two Permanent Judges for Punjab & Haryana HC

The Supreme Court Collegium, led by Chief Justice Surya Kant, has approved the appointment of Justices Harmeet Singh Grewal and Deepinder Singh Nalwa as permanent judges of the Punjab and Haryana High Court. The decision was made during the Collegium's meeting on June 2, 2026. The appointment process requires detailed data on case disposal and attendance as per Article 217 of the Constitution. The Collegium also recommended fresh appointments to the Karnataka, Madhya Pradesh, and Himachal Pradesh High Courts.

The Supreme Court Collegium, headed by Chief Justice of India Surya Kant, has recommended the appointment of two additional judges as permanent judges of the Punjab and Haryana High Court.

In a statement issued on Wednesday, the apex court Collegium said that in its meeting held on June 2, it approved the proposal for the appointment of Justices Harmeet Singh Grewal and Deepinder Singh Nalwa as permanent judges of the Punjab and Haryana High Court.

"The Supreme Court Collegium in its meeting held on 2nd June, 2026, has approved the proposal for appointment of the following Additional Judges as Permanent Judges of the High Court of Punjab and Haryana: (i) Shri Justice Harmeet Singh Grewal, and (ii) Shri Justice Deepinder Singh Nalwa," the statement said.

The Chief Justice and Judges of the High Courts are appointed by the President under clause (1) of Article 217 of the Constitution. While recommending the appointment of an additional judge as a permanent judge, the Chief Justice of the High Court is required to furnish detailed statistics, including month-wise disposal of cases and judgments delivered by the judge concerned, as well as the number of cases reported in law journals.

The data must also include information regarding the total number of working days, the number of days the judge actually attended court, and the days of absence during the relevant period for which disposal statistics are submitted.

Earlier in the day, the Supreme Court Collegium recommended a fresh set of appointments to the Karnataka, Madhya Pradesh and Himachal Pradesh High Courts.

While routine, this shows how the collegium system works - lots of data on disposal and attendance before confirming a judge. Transparency is key, and the article mentions the detailed statistics required. Good process, but we still need more judges overall. Punjab & Haryana HC has a huge backlog. 😕

Finally some movement! These two judges have been doing a great job as additional judges. Justice Deepinder Singh Nalwa is known for his sharp judgments in civil matters. Permanent status gives them more confidence. But why only two? The HC has many vacancies still. Collegium should expedite more appointments.

Interesting to see how the Indian judiciary operates compared to the US. The collegium system has its critics but at least it’s transparent about the performance metrics - working days, disposal rates, law journal publications. That’s more accountability than what some state courts have elsewhere. Hope these judges serve well.

Routine but important step. Justice Grewal has been handling many high-profile cases in the HC. Permanent appointment means he can focus on long-term reforms. However, I wish the Collegium would also look at diversity in appointments - more women and from underrepresented communities in the judiciary. Still, kaam to hua hai. 👍
