Monsoon Session: Lok Sabha to discuss SC Judges Bill; PAC to table reports on 'DHANUSH' gun delays, defence offsets

New Delhi, July 23

The Lok Sabha is set to witness a significant legislative debate today as the government moves the Supreme Court Amendment Bill, 2026, for consideration and passing.

Union Minister Arjun Ram Meghwal is scheduled to move the Bill, which seeks to further amend the Supreme Court (Number of Judges) Act of 1956.

This legislative move will be accompanied by a statutory resolution moved by opposition members Sougata Ray, NK Premachandran, and Adv. Dean Kuriakose, who seek to express the House's disapproval of the Supreme Court (Number of Judges) Amendment Ordinance promulgated by the President on May 16, 2026.

As per the revised list of business, both the statutory resolution and the bill are slated to be taken up together.

The Public Accounts Committee (PAC) is also scheduled to present a series of critical reports today.

Committee members KC Venugopal and Dharmendra Yadav will present the 48th report concerning the delay in the production of the electronically upgraded 155mm/45 Calibre Gun System 'DHANUSH'.

Additional reports from the PAC will cover the management of defence offsets and a significant loss of over 62 crore rupees incurred due to the replacement of defective ammunition supplied to the Army by the Ordnance Factory in Badmal.

The committee will also highlight issues regarding non-compliance in the timely submission of Action Taken Notes on audit paragraphs.

In other parliamentary proceedings, the Standing Committee on Finance, led by Bhartruhari Mahtab and Jayanta Kumar Roy, will present its 36th report on the 'Securities Markets Code, 2025'.

Simultaneously, the Standing Committee on Consumer Affairs, Food and Public Distribution is expected to table reports focusing on the regulation of packaged commodities, with a specific emphasis on sugar content in baby products, as well as the modernisation of the Public Distribution System through technical database strengthening.

Later in the day, the House will conduct its regular Question Hour and take up matters under Rule 377.

Union Minister Ajay Tamta is scheduled to lay papers on the table for the Ministry of Road Transport and Highways. Furthermore, the Secretary-General will report a message from the Rajya Sabha regarding the Joint Committee on the Constitution (One Hundred and Twenty-ninth Amendment) Bill, 2024, and the Union Territories Laws (Amendment) Bill, 2024. Deputy Leader of the Opposition Gaurav Gogoi is also expected to move a motion regarding the 17th Report of the Business Advisory Committee.

The PAC reports on DHANUSH gun delays and defence offsets are concerning. We've been waiting for indigenous artillery systems for years, and now there's a loss of 62 crore from defective ammunition too. Our soldiers deserve better equipment. Hope the committee's recommendations are implemented quickly. 🇮🇳

Not surprised about the PAC highlighting non-compliance in Action Taken Notes. Government departments often drag their feet on audit recommendations. But the real issue is the delay in DHANUSH production—our artillery modernisation has been stuck for a decade.

Good to see the Standing Committee on Consumer Affairs looking into sugar content in baby products. This is a serious health issue that doesn't get enough attention in India. Also, modernising the PDS through database strengthening is long overdue. Hope these reports lead to real policy changes.

The Securities Markets Code report is interesting. With all the volatility in the markets lately, better regulation is needed. But I hope it doesn't create unnecessary hurdles for retail investors like us.

The 129th Amendment Bill and UT Laws Amendment Bill being reported from Rajya Sabha—what exactly is being amended? Hope we get more details. Also, the opposition's statutory resolution on the SC judges ordinance seems like a political move rather than genuine concern for judicial independence.
