The Lok Sabha on Wednesday is set for a packed agenda, with key legislative and financial matters on the table, including the Foreign Contribution Amendment Bill, 2026 and the levy of Special Additional Excise Duty on Aviation Turbine Fuel.

Union Home Minister Amit Shah to move that the Bill further to amend the Foreign Contribution (Regulation) Act, 2010, be taken into consideration.

A significant focus will be on the FCRA Amendment Bill, 2026, moved by Amit Shah, which seeks to further amend the Foreign Contribution (Regulation) Act, 2010. The legislation aims to enhance transparency in the receipt and utilisation of foreign funds by organisations and ease compliance procedures for registered entities.

Finance Minister Nirmala Sitharaman is slated to move a statutory resolution approving Notification No. 07/2026-Central Excise, which imposes a Special Additional Excise Duty of Rs 50 per litre on Aviation Turbine Fuel (ATF). The decision comes in the backdrop of rising global crude oil prices and escalating operational costs in the aviation sector.

The House will begin proceedings at 11 AM, starting with question hour followed by the laying of papers by ministers, including Jitendra Singh (Science & Technology) and Ravneet Singh (Railways).

The House will also take up reports and statements of the Public Accounts Committee (PAC) for the fiscal year 2025-26. Key presentations by BJP MP Jagdambika Pal and Jai Prakash include the 39th to 44th Reports on matters ranging from excesses over voted grants and charged appropriations to derailments in Indian Railways and issues concerning service tax/GST collections from passengers.

Statements on further action taken on earlier PAC reports will also be laid, covering issues such as water pollution, Pradhan Mantri Swasthya Suraksha Yojana, and management of funds.

Other legislative business scheduled for the day includes the Jan Vishwas (Amendment of Provisions) Bill, 2026, moved by Jitin Prasada, which proposes decriminalisation of certain laws and measures to ease doing business in India.

Additionally, the House will hear a statement from Harsh Malhotra, correcting a reply related to the Ganga Expressway, as well as matters under Rule 377, which allows members to raise issues of public importance.

The second leg of the ongoing Parliament Budget Session is scheduled to conclude on April 2.

Another excise duty on ATF? Airfares are already sky-high! This will hurt the common middle-class traveler the most. The government should find other ways to manage crude prices instead of taxing us more. 😔

The Jan Vishwas Bill to decriminalize certain laws for ease of business is a positive move. It can reduce unnecessary harassment of small entrepreneurs. India needs more such procedural reforms.

While the intent behind FCRA changes might be good, the implementation often becomes overly restrictive for genuine humanitarian and environmental NGOs. Hope this "easing" is real and not another layer of bureaucracy.
