Kiren Rijiju arrives in Kolkata to attend inaugural function of Orientation Programme on "Parliamentary Practice & Procedure"

Union Minister Kiren Rijiju arrived in Kolkata on Friday to attend the inaugural function of the Orientation Programme on "Parliamentary Practice & Procedure."
The programme is being organised at the Biswa Bangla Convention Centre in New Town, Kolkata.
Lok Sabha Speaker Om Birla will inaugurate the two-day Orientation Programme for newly elected members of the West Bengal Legislative Assembly on July 3 in Kolkata, the Lok Sabha Secretariat said in a release.
West Bengal Chief Minister Suvendu Adhikari, Union Minister of Parliamentary Affairs Kiren Rijiju, Deputy Chairperson of the Rajya Sabha Harivansh, Leader of Opposition in the Assembly Ritabrata Banerjee and others will be present in the inaugural session.
West Bengal Assembly Speaker Rathindra Bose will deliver the welcome address, and the State's Parliamentary Affairs Minister Shankar Ghosh will deliver the vote of thanks.
As per the release, during the two day Orientation Programme, a series of technical sessions have been designed to cover key aspects of legislative work, including 'How to be an Effective Legislator; Customs, Conventions and Etiquettes for Members'; 'Executive Accountability through Questions and other Procedural Devices in Legislatures'; 'Committee System in Indian Parliament'; 'Legislative Process including Private Members' Bills'; 'Financial Business and Budgetary Process in Parliament'; 'Parliamentary Privileges and Ethics'; and the 'National e-Vidhan Application (NeVA)'.
The sessions will be chaired and addressed by Presiding Officers of State Legislatures, MPs, constitutional experts and senior parliamentary practitioners from across the country. The programme is expected to facilitate the exchange of ideas and best practices while enhancing participants' understanding of legislative procedures, parliamentary institutions and democratic governance.
The event will conclude on July 4 with the valedictory address of West Bengal Governor RN Ravi. The session will be addressed by Lok Sabha Speaker Om Birla, Haryana Governor Ashim Kumar Ghosh, Rajya Sabha Deputy Chairman Harivansh, and Assembly Speaker Rathindra Bose.
The programme is being organised by the Parliamentary Research and Training Institute for Democracies (PRIDE), Lok Sabha Secretariat, in collaboration with the West Bengal Legislative Assembly.

Nice to see Union Minister Kiren Rijiju coming to Kolkata for this. But honestly, I think the real challenge is not just teaching procedures—it's making our politicians accountable to the people. They should also have sessions on ethics and transparency, not just how to ask questions in the House. Still, any effort to improve is welcome.
Orientation programme for MLAs? About time! Most of them come from local politics and have no clue about parliamentary etiquette. The session on 'National e-Vidhan Application (NeVA)' is particularly important—we need to digitize legislative work. Hope West Bengal takes the lead in this. 👏
Kiren Rijiju is a good choice for this—he's one of the more articulate ministers. But I wish such programmes were held for all state assemblies, not just West Bengal. And the real test will be whether these MLAs actually implement what they learn. Many times these workshops become photo ops only. Let's see if this one is different.
Finally, some structured training for our MLAs! The session on 'Executive Accountability' is crucial—too often our elected representatives forget they're supposed to question the government, not just cheerlead for their party. And including NeVA shows they're thinking about tech modernisation. Well done, PRIDE team! 🙌
Two days is too short for such a comprehensive agenda. Topics like 'Customs, Conventions and Etiquettes' and 'Parliamentary Privileges and Ethics' deserve at least a full day each. But I understand budget constraints. Hope the participants take the material back and read it properly. West Bengal needs
