Karnataka Becomes India's First State to Adopt AIB Liquor Duty Structure

Karnataka has become the first Indian state to implement an Alcohol-in-Beverage (AIB) based excise duty structure. The new system, effective from May 11, 2026, deregulates government-administered price fixation for liquor and beer. Producers now have flexibility to place products within pricing slabs based on alcohol content and market considerations. The Excise Department has directed publication of revised MRPs in leading Kannada and English newspapers.

In a complete overhaul of how alcohol is priced in the state, the Karnataka State Excise Department has directed the publication of revised Maximum Retail Prices for liquor and beer brands.

The changes come under the newly implemented Alcohol-in-Beverage (AIB) based excise duty structure, making Karnataka the first state in India to adopt such a system.

The shift to the AIB-based structure was initially announced by the Chief Minister during the 2026-27 Budget speech. Following up on that commitment, the government issued Notification No. FD 14 PES 2026 on May 8, 2026, amending the Karnataka Excise (Excise Duties and Fees) Rules, 1968.

The new rules officially came into effect on May 11, 2026. Under the new rules, the government has rationalised liquor and beer product prices across the board.

The revised MRPs apply to all products manufactured after May 11, 2026. Crucially, the AIB structure deregulates government-administered price fixation. Instead of the state rigidly setting prices, producers now have the flexibility to place their products within specific pricing slabs based on market considerations and alcohol content.In a letter dated May 16, 2026, addressed to the Commissioner of the Department of Information and Public Relations, the Excise Commissioner's office stressed the importance of public awareness regarding the new pricing.

The department has requested the immediate publication of the revised MRP list for popular liquor and beer brands, detailing both prices and sizes, in leading state-level Kannada and English newspapers.

The new AIB structure marks a historic shift toward deregulation in the Indian liquor industry, balancing market-driven pricing for producers with structured slabs intended to rationalise costs for the consumer.

Deregulation? I am not sure. This sounds like a way to let manufacturers charge whatever they want. The government says it will rationalise costs, but what about our health? Alcohol is already too cheap and accessible in cities. Instead of making it easier to drink, we should be focusing on higher taxes and awareness. Just my two paise.

As a microbrewery owner in Bengaluru, this is welcome news. Earlier, duty slabs were completely unrelated to what we actually put in the bottle. Now, if I brew a session IPA with lower ABV, I can price it accordingly and compete fairly. Also, the flexibility to play within slabs means we can innovate without worrying about state-fixed prices. My husband will be thrilled 😅 But honestly, I worry this could lead to more drinking at home due to lower prices on some brands. Also, is this going to hit the state's excise revenue? Alcohol is a huge money spinner for Karnataka. I hope the government has done its maths right and will use the extra revenue for education or healthcare.

Good step towards modernisation. But one thing: will the common man really benefit? The article says "market considerations" will set prices. In practice, companies will just maximise margins. We need strong regulatory oversight to prevent price gouging, especially on popular brands. Also, I hope the government publishes a clear slab-wise table so people know what they're paying for.
