Haryana CM approves Revenue Training Academy in Kurukshetra

Chandigarh, June 2

In a major step towards modernising Haryana's revenue administration and strengthening institutional capacity building, Chief Minister Nayab Singh Saini has approved the establishment of the Haryana Revenue Training Academy at Umri in Kurukshetra district.

The project will be developed at an estimated cost of around Rs 100 crore on 14 acres and is expected to serve as the state's premier training centre for revenue officers and field-level functionaries.

Financial Commissioner (Revenue) Sumita Misra on Tuesday said the academy would play a crucial role in enhancing the professional capabilities of revenue officials and equipping them to meet the evolving challenges of land administration, disaster management and public service delivery.

The decision follows a detailed exercise undertaken by the Revenue and Disaster Management Department to identify a suitable site for the academy, which was announced in the Haryana Budget 2026-27. After evaluating multiple proposals received from the Kurukshetra district, the government selected Gram Panchayat Umri as the most suitable location for the project.

Sumita Misra said the proposed site at Umri has significant logistical scope and administrative advantages. Located on the National Highway 44, the land offers connectivity to all parts of Haryana as well as neighbouring states. The site is situated approximately two km from the Mini Secretariat and the tehsil complex, ensuring easy access to key administrative offices and government departments.

Sumita Misra said the Haryana Revenue Training Academy is envisioned as a state-of-the-art institution dedicated to training revenue officers, patwaris, kanungos and other field-level officials. The academy will focus on modern land governance practices, digitisation of land records, revenue laws, dispute resolution mechanisms, land acquisition procedures, disaster management and emerging challenges in public administration.

The institution is expected to emerge as a centre of excellence for professional training and capacity building, helping improve efficiency, transparency and responsiveness in revenue administration across Haryana.

As the backbone of the state's administrative machinery, the Revenue Department plays a pivotal role in land governance, revenue administration, disaster management and delivery of citizen services.

Good initiative, but Rs 100 crore is a lot of money. I hope the funds are utilised properly and not wasted on unnecessary frills. The real test will be whether this academy actually improves the efficiency of revenue officers or just becomes another government building with little impact. 🤔

As a farmer from Karnal, I can tell you that land disputes are a nightmare in our region. If this academy trains patwaris in dispute resolution and digitisation, it'll save us from endless court cases. Hope they also teach officers to be more responsive to common people! 🌾💪

Kurukshetra getting another government facility—good for local employment. But I hope the academy also focuses on disaster management training. With floods and droughts becoming more frequent, revenue officers need to be ready for emergencies. Also, NH 44 connectivity is a plus! 🚗🌧️

I'm cautiously optimistic. The Haryana government has announced many training academies, but ground-level implementation is often poor. I hope this one is different—especially with modern land governance and digitisation. Desi solutions for desi problems, please! 🇮🇳

Great news for Haryana! But I wonder if this academy will also train women revenue officers? We need more women in these roles to handle sensitive issues like land rights for widows and daughters. Hope the curriculum includes gender sensitisation too! 👩‍⚖️💼
