Govt unveils guidebook to help Indian MSMEs boost exports

In a bid to empower MSMEs, the government has launched a guidebook to help them identify export opportunities, understand market access requirements, leverage freely available trade intelligence tools, comply with international standards and sustainability requirements, and build export readiness.
According to a Commerce Ministry statement, the guidebook addresses common challenges faced by MSMEs, including limited access to market information, inadequate knowledge of overseas buyers, difficulties in complying with international standards and certifications, and maintaining price competitiveness.
Launched by the Centre for Trade and Investment Law (CTIL), Indian Institute of Foreign Trade (IIFT), in collaboration with the Confederation of Indian Industry (CII), it provides a practical roadmap by simplifying market analysis, explaining standards and certification requirements, offering guidance on identifying buyers, and highlighting reliable, freely available tools that can reduce the cost of market research.
"The publication is intended to enable MSMEs to make informed business decisions and participate more effectively in international trade," said the statement.
Following the launch, a panel discussion examined opportunities for Indian MSMEs to expand into international markets through the effective use of preferential Rules of Origin and cooperation mechanisms under India's Free Trade Agreements.
They also discussed strategies for identifying promising export destinations, understanding international standards and certification requirements, positioning products to meet global demand, and enhancing competitiveness through diversification and value addition.
The panellists emphasised the importance of building trust and partnerships among MSMEs through joint ventures, participation in trade exhibitions, stronger institutional support and effective utilisation of the tools provided in the guidebook to facilitate their integration into global value chains.
The event brought together policymakers, industry representatives, trade experts and MSME stakeholders to deliberate on practical strategies for strengthening the global competitiveness of Indian Micro, Small and Medium Enterprises (MSMEs).
According to the statement, the event concluded with an interactive question-and-answer session, enabling participants to engage with policymakers and industry experts on practical aspects of export preparedness, standards compliance and market access.

Good initiative but the real challenge for MSMEs is navigating the red tape and getting timely certification. I hope the guidebook includes a clear checklist of compliance steps for different markets. Also, will it be available in regional languages? Many small business owners don't read English well.
As someone who works with Indian suppliers, this is much needed. Many MSMEs have great products but lack the know-how to meet international standards. The focus on FTA rules of origin is key—that's where most small exporters get stuck. Let's see how effectively this is implemented at the grassroots level.
Nice idea but we've seen such guides before—the problem is awareness. Most MSMEs in tier-2/3 cities don't even know CTIL or IIFT exist. The government should couple this with outreach programs, maybe through local industry associations and banks. Otherwise it's just a top-down exercise.
Love the emphasis on trade intelligence tools that are freely available! Many small businesses I've met in India think market research is too expensive. If this guidebook demystifies those resources, it could be a game-changer for thousands of entrepreneurs. 👏
