Demographic change panel will recommend laws on deportation of illegal infiltrators: Justice Naolekar (retd)

New Delhi, May 27

Former Supreme Court judge, Justice Prakash Prabhakar Naolekar, who has been selected to head a 'High-Level Committee on Demographic Change', on Wednesday said that it will look into how and what laws can be made for the deportation of illegal infiltrators.

Speaking to IANS, Justice Naolekar said: "The committee will decide on the recommendations. The committee's report will go to the government. How much of the committee's report the government implements will depend on them."

He clarified that the committee's role is only to give recommendations to the government. "The government will make the law after it is passed by the Parliament," he said.

Naolekar mentioned that the committee will assess demographic change and illegal migration. "It will be our working field," he said.

He highlighted that the committee will look at the demographic change in border districts, cities, tribal areas, etc., though he said that it will take into account the population demography of the entire country and not just any particular areas.

"We will then identify the causes for the demographic change," he said.

Further, he mentioned: "We will suggest a proper system for identifying illegal immigration, custody and deportation of the illegal infiltrators. We will look at how and what laws to make for the deportation of such infiltrators."

Naolekar added that the committee can ask for information from any ministry, state government or agency. "The committee will have to submit its final report within a year. Now the new thing is that if this report is not made within six months, then it will be extended for six more months," he said.

He said that the head office of the committee will be situated in Delhi.

About the members in the committee, he said: "So far, there are seven members in the committee."

Union Home Minister Amit Shah on Tuesday announced the formation of the 'High-Level Committee on Demographic Change' to tackle challenges like infiltration that pose unnatural demographic change in the country.

In a post on X, Shah said, "Infiltration and other reasons causing Unnatural Demographic Change pose a very significant challenge to the present and future of any nation."

Interesting move. But I wonder how they'll practically distinguish between refugees, economic migrants, and infiltrators. The law needs to be crystal clear to avoid any misuse. Let's wait for the committee's recommendations.

Justice Naolekar is a respected name. This committee has serious work ahead. The demographic changes in Assam, Bengal, and other border regions are undeniable. Hope they come up with practical and humane solutions for deportation that stand legal scrutiny.

While I understand the concern about illegal immigration, I'm worried about the impact on communities that have been living here for generations. The identification process must be fair and not target people based on religion or ethnicity. Need guardrails.

Finally some concrete action! We've been talking about this for years. The pressure on local resources, jobs, and infrastructure in border areas due to illegal infiltration is huge. Hope the committee submits a strong report within the deadline.

Seems like a step in the right direction for national security. But I hope they also consider the humanitarian aspect—some of these 'infiltrators' are fleeing genuine persecution. A fair process is key.

I really hope this doesn't become a tool for political vendetta. We already have the C
