Delhi's Lal Dora villages set to get digital property records: CM Rekha Gupta

The Delhi government is working expeditiously to provide residents of the Capital's Lal Dora and Abadi villages with modern, transparent, and secure digital records of their properties, Chief Minister Rekha Gupta said on Tuesday.
During a review meeting of the Revenue Department chaired by CM Gupta, the implementation of the SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) scheme was discussed in detail.
Under the scheme, a comprehensive property survey will be conducted, digital property records will be created, and Smart Property Cards will be issued to eligible property owners, she said.
The Chief Minister said that for years, the absence of systematic and authenticated property records in Lal Dora areas had caused numerous difficulties for residents.
She stated that the Delhi government is now leveraging modern technology to establish a clear identity for every property, ensuring that property records become more transparent, secure, and well-organised in the future.
The government will soon issue Smart Property Cards to eligible beneficiaries, and a grand event will be organised to mark their distribution, she said.
The government believes that these Smart Property Cards will play a significant role in safeguarding the interests of rural residents and securing their future.
The Chief Minister said that 48 villages have been brought under the scheme through an agreement with the Survey of India. Surveys have been completed in 30 of these villages, and their final Property Cards have already been prepared.
The process of integrating digital signatures and rolling out Smart Property Cards is now in its final stage. She said that surveys covering 12,232 properties (polygons) have been completed so far.
Of these, 8,423 properties are dispute-free, accounting for nearly 69 per cent of the total surveyed properties, and the process of issuing Smart Property Cards for them has begun, she said.
All surveyed properties in the South and North West districts are dispute-free, while work is continuing in other districts to resolve disputes and move the process forward, she said.
Chief Minister Rekha Gupta said the initiative goes far beyond creating paper records and is built entirely on a modern digital system.
The process begins with the demarcation of Lal Dora boundaries, followed by an aerial drone survey conducted by the Survey of India. Revenue Department officials then verify the drone-generated maps on the ground against the actual position of the properties.
Chief Minister Rekha Gupta said the Delhi Government will issue Smart Plastic SVAMITVA Property Cards to provide citizens with secure and modern digital property documents. These will be high-quality PVC cards conforming to UIDAI standards.
Each card will carry the Property Identification Number (PID), date of issue, village, sub-division, district, name of the occupant, father's or husband's name, share in the property, total area, built-up area and open area, Bhu-Aadhar number, details of co-occupants and contact number.

Good initiative but I'm skeptical. The Delhi government talks big, but ground reality is different. 12,232 properties surveyed is still a small number compared to total villages. Also, what about those 31% disputed properties? Hope they resolve them fast, not just push papers.
As someone from a rural background, I can tell you this is a game-changer. No more taking loans from local moneylenders because banks refused without proper documents. Smart cards with UIDAI standards? That's impressive. 👏
Yaar, plastic cards like Aadhaar for property? That's actually nice. But I hope they give digital copies too. What if someone loses the card? Also, they need to ensure women's names are included as co-owners, not just husbands' names. That's crucial for real empowerment.
My village is in South district and they already did drone survey last month. Very professional work, no complaints. But remember, the real test will be when someone tries to sell or mortgage property with these cards—will banks actually accept them? Hope the system is robust.
In UP and Haryana, similar schemes started but got stuck due to land mafia and political interference. Hope Delhi learns from those mistakes. Transparency is key—if the data is online and public, things will be better. But we need to watch who is managing the data.
