Delhi Assembly Speaker refers garbage, stray cattle issues to MCD's Special Committee

Taking cognisance of civic concerns raised in the Delhi Legislative Assembly over garbage management and stray cattle on roads, Speaker Vijender Gupta on Monday referred both matters to the Special Committee on MCD and sought an action taken report on MLAs' complaints.
On garbage management, Gupta directed the MCD Commissioner to appear before the Committee, respond to the issues raised by members and submit an Action Taken Report.
He said that the Corporation must place before the Committee a clear account of the existing arrangements and the corrective action taken.
The garbage management issue was raised under Rule 280 by MLA Anil Goyal, who briefly flagged garbage-prone points, open dustbins, inadequate collection arrangements, and sanitation concerns.
Gupta observed that sanitation and cleanliness were the responsibility of the Municipal Corporation of Delhi and said that the Corporation must discharge this responsibility effectively.
He added that where concessionaires entrusted with waste collection were not functioning properly, their performance and accountability also required examination.
The issue of stray cattle was raised by MLA Harish Khurana, who drew attention to cattle being repeatedly left on roads in parts of Delhi, including by unauthorised dairy operators after milking.
Gupta observed that cattle roaming freely on roads were contributing to accidents and serious public inconvenience.
He said the manner in which cattle were being left on the streets suggested the operation of an organised system and described the issue as a grave concern requiring scrutiny.
Terming the stray cattle situation "alarming", Gupta said the problem was becoming severe by the day and required immediate action to ensure the safety of Delhi's citizens as well as the welfare of the animals.
Referring the matter to the Special Committee on MCD, he directed the Corporation to inform the Assembly of the action being taken and sought a detailed report from the MCD Commissioner on the number of gaushalas in Delhi, their available space and capacity, arrangements for accommodating rescued cattle, the procedure followed after cattle are impounded and action taken against those responsible for leaving them on public roads.
He said the matter required immediate cognisance and comprehensive examination by the civic agency's highest decision-making Special Committee.

It's good that the Speaker is taking cognisance but the real problem is implementation. We've seen countless meetings and reports before - what we need is action on ground. Also, the stray cattle issue is heartbreaking - these animals deserve better care too. The unauthorised dairy operators should be penalised heavily.
Delhi has become a laughing stock with garbage and cattle on roads. The MCD needs to get its act together. Why should citizens suffer because some concessionaires aren't doing their job? Cancel their contracts and find better alternatives. Also, need more gaushalas with proper capacity - the animals can't be just left to roam dangerous roads.
I appreciate the Speaker's concern but let's be honest - this is just another committee referral. We need a deadline and accountability, not just another report. The fact that MLAs had to raise these issues under Rule 280 shows how little attention civic issues get in the Assembly. Citizens are suffering, that's the reality.
Stray cattle is a serious road safety issue, not just a nuisance. The speaker is right to call it alarming. In many countries, livestock on roads is a criminal offence. India needs stricter enforcement against those abandoning animals, and better infrastructure for animal shelters. Hope the committee takes this seriously.
Honestly, the MCD has been failing Delhiites for years. Whether it's garbage, cattle, or roads - everything is in a mess. The Special Committee should make the Commissioner appear and answer tough questions, not just submit a routine report. We need to see real changes on the ground, not paper work. 😤
