The Chhattisgarh government carried out an administrative reshuffle on Wednesday by issuing transfer orders for three IAS officers, reassigning them to critical roles in education, urban development, and district administration.

These changes are expected to influence policy implementation and operational efficiency in the affected departments.

IAS officer Kiran Kaushal, from the 2009 batch, has been appointed as Commissioner of Samagra Shiksha, the state's comprehensive education programme.

In addition to this primary posting, she has received the additional charge of Managing Director of the Chhattisgarh Textbook Corporation.

The government has emphasised the significance of this move by declaring that, upon her assumption of charge as Commissioner, Samagra Shiksha, the non-cadre post will be upgraded to a cadre position equivalent to the senior time scale of the Indian Administrative Service in terms of pay, prestige, and responsibility, as per Rule-12 of the IAS (Pay) Rules 2016.

In a parallel development, IAS officer Avnish Kumar Sharan, also from the 2009 batch, has been entrusted with expanded responsibilities in urban planning and governance.

Already serving as Commissioner of Town and Country Planning and holding additional charge of Commissioner of the Housing Board, he has now been appointed Chief Executive Officer of the Raipur Development Authority. This multi-faceted role positions him at the forefront of driving infrastructure projects, city expansion initiatives, and coordinated urban development efforts in the state capital, Raipur.

Meanwhile, a notable appointment in the sensitive Bastar region sees IAS officer Akash Chhikara of the 2017 batch taking over as Collector of Bastar district. Prior to this transfer, he was posted as Joint Secretary in the Housing and Environment Department, with additional responsibilities as Chief Executive Officer of the Raipur Development Authority and Additional Chief Executive Officer of the Nava Raipur Atal Nagar Development Authority.

His placement in Bastar, a district known for its administrative and security complexities, is regarded as a key decision to strengthen governance in one of Chhattisgarh's most strategically important areas.

Avnish Kumar Sharan now has three major urban planning roles! While experience is good, isn't this too much concentration of power? Hope he can manage Raipur's traffic, waste, and expansion effectively. The city needs coordinated development, not just more buildings.

The most important move is Akash Chhikara to Bastar. A young 2017-batch officer being given this sensitive district shows trust. His background in housing and development in Raipur should help with infrastructure projects there. Wishing him all the best, it's a tough posting.

Interesting reshuffle. Concentrating urban development under one officer could streamline decision-making for Raipur. Hope it leads to faster project clearances and better public transport planning. The city's growth has been chaotic.

As a parent, I'm most interested in the education posting. The Textbook Corporation charge is also with Kiran Kaushal. Hope this means better quality, error-free books reach our children on time. 🤞 Previous delays were very frustrating.
