New Delhi, April 23

Union Communications Minister Jyotiraditya M. Scindia on Thursday lauded BSNL's key financial and technical achievements, particularly the significant improvement in the average revenue per user to Rs 101 in FY 2025-26 from Rs 71 in the previous year, which represents a 42 per cent year-on-year growth.

The minister chaired a meeting to review BSNL's annual results for FY 2025-26 at the strategic review and planning meet held at Vigyan Bhawan here.

During the proceedings, he conducted a comprehensive evaluation of BSNL's operational metrics, focusing on Quality of Service (QoS), subscriber base expansion, Average Revenue Per User (ARPU) enhancement, and the attainment of revenue milestones.

Scindia described the performance of Bharat Sanchar Nigam Limited (BSNL) as "transformative" with the telecom major successfully transitioning from a 3G provider to a competitive 4G player and achieving the historic significance of taking India into an elite group of just five countries worldwide to develop end-to-end indigenous telecom capabilities

The meeting also served as a platform to honour outstanding performances across various telecom circles and business verticals.

The company's Odisha Circle was honoured for its balanced excellence, achieving approximately 21 per cent growth in revenue from services and consistently meeting high performance targets.

The Odisha Circle received additional recognition for a remarkable 68 per cent year-on-year growth in the EB segment in revenue from services. Nationally, the Enterprise Business vertical was named the best performing business vertical, with a 15 per cent increase in revenue from services over the previous year.

The Karnataka Circle was recognized significant EBITDA growth, while Assam and Jharkhand were praised for achieving positive growth across all three business segments. Additionally, Uttar Pradesh (East) and Jharkhand were commended for notable improvements in FTTH ARPU.

The Union Minister emphasised the need for focused execution, accountability, and rigorous monitoring at the circle level. He urged all CGMs to emulate the best practices of high-performing circles to ensure sustained momentum, improved customer experience, and continued financial excellence in the years ahead. He further underscored the necessity of continued alignment with telecom equipment manufacturers to strengthen the domestic ecosystem and consolidate India's position as a global leader in indigenous telecom technology.

The meeting was attended by Minister of State for Communications Chandra Sekhar Pemmasani, Secretary, Telecommunications, Amit Agarwal, senior officials from the Department of Telecommunications (DoT), CMD BSNL A. Robert J. Ravi, and members of the BSNL Board and Chief General Managers (CGMs) from across the country.

As a government employee, I've been using BSNL for years. The 4G rollout is finally happening but it's been painfully slow. ARPU growth is good for sustainability, but what about customer service? My broadband connection took 15 days to get fixed last month. The minister's emphasis on accountability is welcome, but execution on ground is key.

Good to see a PSU doing well. The indigenous telecom stack is a big achievement - only 5 countries have this capability. But ARPU of Rs 101 is still low compared to private players who charge Rs 150+. BSNL needs to improve service quality before hiking tariffs.

Odisha Circle doing well! 68% growth in enterprise business is no joke. But I wish they'd focus more on FTTH connections. In my area, BSNL fiber is still not available while Airtel and Jio are offering 100 Mbps plans. Hope the minister's review leads to actual improvements.

Interesting that they're celebrating ARPU growth. As a customer, I'm paying less than before because of their affordable prepaid plans. The 42% jump might actually mean they're squeezing existing customers rather than adding new ones. Need to see subscriber growth numbers too. 🤔

The indigenous technology angle is what excites me most. If India can develop its own 4G/5G stack, it reduces dependency on foreign vendors like Ericsson and Nokia. This is strategic for national security. BSNL might not be the best in service, but this is a long-term win for the country. Kudos to the team!
