Assam Government rolls out additional relief measures to support residents affected by recent floods

In view of the recent flood situation in the state, the Assam government has taken up various measures to provide additional relief to the flood-affected people.
The measures were also discussed in the state cabinet meeting held on Friday at Lok Sewa Bhawan in Guwahati under the chairmanship of Chief Minister Himanta Biswa Sarma.
Assam Chief Minister Himanta Biswa Sarma on Friday said that the State Government will shortly convene a meeting with public and private insurance companies to ensure the expeditious settlement of insurance claims relating to insured movable and immovable properties damaged in the recent floods in the districts of Sivasagar, Charaideo, Golaghat and Jorhat.
Chief Minister said, "A similar meeting will also be held with Non-Banking Financial Companies (NBFCs) in this regard. To provide fresh school uniforms to students in the flood-affected districts, the State Government will release approximately Rs. 8 crore from the Chief Minister's Relief Fund to Samagra Shiksha Abhiyan. Meanwhile, the distribution of textbooks to students in these districts has commenced from yesterday."
"In addition, the process of collecting details of students affected by the floods has already begun. The State Government will expedite the damage assessment process arising from the recent floods so that financial assistance can be disbursed to the affected people within the month of August," the Chief Minister added.
He further said that the Government will provide financial assistance of Rs. 23 lakh each for the repair of educational institutions that have been damaged in the recent floods.
On the other hand, the State Cabinet has approved the Assam Animal Husbandry & Veterinary Subordinate Service (Amendment) Rules, 2026 to regulate recruitment and service conditions of Veterinary Field Assistants (VFA). The amendments will ensure transparency, merit-based selection, and uniformity in recruitment and service conditions of VFA.
"The State Cabinet has approved the Assam Compressed Biogas (CBG) Policy 2026, formulated in alignment with the national Model State CBG Policy, for a comprehensive framework designed to convert the state's organic waste into clean energy. The Commissionerate of Industries & Commerce is designated as the State Nodal Agency, and it is responsible for notifying the policy and managing the Single Window Portal for time-bound project execution. Comprehensive Incentive Framework under the Policy will provide : Capital subsidy of Rs. 0.50 crore per TPD of installed capacity, subject to a ceiling of Rs. 20 crore per project; Power Tariff Support of Rs. 2 per unit for 5 years; Land Support Measures
including Land allotment through dedicated land bank, Concessional lease of Government land, Facilitation of Panchayat land lease, Exemption from stamp duty, registration fee and land conversion charges; Fiscal Support Measures including reimbursement of up to 100% of net SGST for 5 years and Interest subsidy on term loans; Subsidy for biomass aggregation machinery, pollution control equipment subsidy, patent/trademark reimbursement and employment incentives," the Assam Chief Minister said.
He further said that the State Cabinet has approved the Assam Legal Metrology (Government Approved Test Centre) Rules, 2026 to implement Self-Certification by Manufacturers (through State GATC) and Third-Party Certification of Weighing and Measuring Instruments as part of the Government's compliance reduction and deregulation reforms, which have been drafted in line with the Central Government Approved Test Centre (GATC) Rules.
"The State Cabinet has approved the issuance of the final notification of Raikushni Proposed Reserved Forest (PRF) and Tharko Nalbari Proposed Reserved Forest (PRF) in Goalpara District as Reserved Forests (RF) under the provisions of the Assam Forest Regulation, 1891," the Chief Minister said.

The Rs 8 crore for school uniforms is nice, but what about the kids whose books were destroyed? They said distribution has started, but in my village we haven't seen a single textbook yet. Hope the administration speeds things up before schools reopen.
Rs 23 lakh per school for repairs is good, but many schools in Sivasagar have structural damage that needs way more than that. Anyway, every bit helps. The CBG policy is a welcome move too — turning flood waste into energy is a smart idea.
Good to see the government being proactive. Living abroad, I always worry about family back home during monsoon. The timeline of disbursing financial aid within August is encouraging — let's see if they stick to it.
One thing I appreciate is the transparency around the VFA recruitment rules and the GATC self-certification — less red tape means faster help. But I wish the flood relief process was equally digitised. Manual damage assessment is slow and often misses remote areas.
Impressive scope — from insurance to biogas to reserved forests. The land support for CBG projects including panchayat land lease is a smart way to boost rural economy. Let's just hope the implementation is as good as the policy on paper. 😊
