Assam Assembly Session: Key Bills on Tourism, Land Reforms to Be Tabled

The Assam Assembly session begins Monday, with Chief Minister Himanta Biswa Sarma announcing key bills on tourism and land reforms. A new amendment to the Assam Tourism Act will streamline hotel registrations and repeal the 1867 Sarais Act. The government also plans a major amendment to the Assam Land Revenue Regulation Act. As the Assam Assembly session begins on Monday, Chief Minister Himanta Biswa Sarma on Sunday announced that the state government will table several key legislations, including amendments to tourism laws, land revenue regulations and a Bill to establish the Guwahati Satellite City Development Authority.

Addressing a press conference after the state Cabinet meeting here, Sarma said, "From tomorrow, the Assam Assembly session will begin, and several new Bills will be tabled in the Assembly."

He said the government will introduce the Assam Tourism and Development Registration Act, 2024 (Amendment) to streamline the registration process for hotels and homestays.

"Assam Tourism and Development Registration Act, 2024 (Amendment) will be tabled in the Assembly, and through this, the registrations of hotels and homestays will be done. We will repeal the Sarais Act, 1867," Sarma said.

The Chief Minister also announced that the government would introduce a major amendment to the Assam Land Revenue Regulation Act.

"We will introduce a powerful amendment Bill to the Assam Land Revenue Regulation Bill, Chapter 12, in the Assembly," he said.

Among the Cabinet decisions, the government approved the Guwahati Satellite City Development Authority Bill, 2026, under which the Chief Minister will serve as the Chairperson of the authority.

"Assam Cabinet has approved the Guwahati Satellite City Development Authority Bill, 2026, and the Chief Minister will be the Chairman of this authority," Sarma said.

The Cabinet also approved Rs 97.90 crore to modernise the Assam Police's 112 emergency response service, amended the Assam Minor Minerals Concession Rules, 2030, and allotted 33 bighas of land at Biswanath Chariali to Amul for setting up a milk processing unit.

Himanta Biswa Sarma is doing some solid work in Assam. The Guwahati Satellite City Development Authority sounds promising — hope it leads to planned urban growth and not just another real estate project. Also, modernizing police emergency services is long overdue. 👍

Good initiatives, but I hope the land revenue amendments are transparent and don't end up hurting small farmers. Assam has a lot of indigenous communities whose land rights need protection. The Chief Minister being chairman of the satellite city authority — bit too much power concentration, no? 🤔

Finally, they're repealing the Sarais Act from 1867! That was colonial-era nonsense. Glad to see Assamese tourism getting modern regulations — homestays near Kaziranga and Majuli will benefit so much. Also, 33 bighas to Amul — chalo, dhoodh ki good news hai! 😄

Allocating land to Amul is a great move for dairy development in the region. But Rs 97.9 crore for modernizing police emergency response — hope the funds are used properly and not wasted in bureaucratic red tape. Assam needs better law and order infrastructure, especially in border areas.

The tourism amendment is much needed — we've been struggling with outdated registration processes for homestays in Jorhat. This will make it easier for small entrepreneurs. But why is the CM the chairman of the Guwahati Satellite City Authority? Shouldn't urban development be handled by professionals? Just asking.
