Hooda retains Prof Virender Singh as Political Advisor

Chandigarh, Nov 7: Haryana Chief Minister Bhupinder Singh Hooda today decided to retain Prof Virender Singh his Political Advisor in his second term as the state CM.

Prof Virender Singh had served as Mr Hooda's Political Advisor during his first term as Chief Minister and had resigned from the post after the announcement of the recent Assembly elections.

Besides, Mr Ravinder Hooda has been appointed as Officer on Special Duty (OSD-CM Residence) and Mr Rohtash Hooda as Assistant Political Secretary.

Mr J K Malhotra would also be the new Assistant Political Secretary, Camp Office, Rohtak.

Similarly, Mr Daya Shankar Tiwari has been appointed as Political Personal Assistant, Haryana Bhawan, New Delhi.

No.IPRDH-2009/ Chandigarh, Nov 7-China and Tazikstan have expressed interest for initiating collaborative programmes including exchange of students with CCS Haryana Agricultural University (HAU), Hisar.

This was disclosed by HAU Vice-Chancellor, Dr. K.S. Khokhar in Hisar today on return from China after attending a meeting of International Agriculture Science Forum at Yangling. HAU Director of Human Resource Management, Dr. R.K. Kashyap had also accompanied him. The meeting was attended by 137 representatives of 19 countries including USA, Canada, Japan, Korea, Israel, India, Krygistan, China and Mangolia.

Dr. Khokhar had been to China on the invitation of Prof. Brigitte Winklehner, President, Eurasia-Pacific Uninet, Austria said that he had meetings with Prof. Hou Xi, Vice-President of North-West Agriculture and Forestry, Yangling,China and Prof. Sattori Izzatullo, Rector, Tajik Agrarian University, Tazikstan on the side line of the International meet. In the light of similar research priorities which include higher productivity with food security, safety and environmental protection they evinced interest for starting bilateral collaborative programmes with HAU.

He said that they discussed at length the aspects related to integrated rural development, extension and resource utilization, public policy for rural development, rural financial agriculture and high energy efficiency in agriculture, agriculture technology innovations and environment restoration. Besides the development of agricultural modernization with Chinese characteristics, the development of entrepreneurship,exploration of promoting industrialized agricultural operation, bringing the major enterprise into leading role and enhancing the communication and cooperation of enterprise both in China and abroad were also discussed.

He said that there was general consensus that in the modern agriculture, rapid economic development had taken place due to high productivity, yet there were challenges of maintaining food security, safety and environmental protection. It was for the policy makers to take up these issues to ensure that these challenges were met within a given time frame to mitigate the side effects of higher productivity.

The meet concluded that in future International institutions or organizations along with major research institutes of the world also be invited in the Forum. Agriculture insurance should be taken into consideration for rural development and also inter-disciplinary approach with multi-national projects on economic development should be encouraged.

He said that competitive researches amongst various countries should also be initiated. He said that deep concern was also expressed on migration of population from rural to urban areas leaving their lands unattended. A need was also felt for developing efficient use of waste lands particularly in China and India to maintain agriculture productivity as well as animal population.

Dr. Khokhar said the Forum also adopted the recommendations for inter-active communication ways to explore the innovation model suitable for the development of agriculture worldwide and promoting the development of modern agriculture and industrialization apart from healthy international market competitiveness.

No.IPRDH/2009 Chandigarh, Nov 7- On the recommendations of the Haryana Chief Minister, Mr. Bhupinder Singh Hooda, portfolios have been allocated to the newly constituted Council of Ministers today.

Capt. Ajay Singh Yadav will hold the portfolios of Finance, Planning, Institutional Finance and Credit Control, Irrigation, Forests and Environment.

Mr. Randeep Singh Surjewala will hold the portfolios of Water Supply and Sanitation, Parliamentary Affairs, Electronics and Information Technology, Science and Technology and Public Works (Building and Roads) Department.

Mr. Mahender Partap Singh would hold the portfolios of Power, Renewable Energy, Labour and Employment, Food and Supplies, Urban Local Bodies and Industries and Commerce.

Mr. Om Parkash Jain would hold the portfolios of Transport, Tourism, Civil Aviation and Hospitality. Mr. Paramvir Singh will hold the portfolios of Agriculture, Animal Husbandry and Dairying, Fisheries and Cooperation.

Ms. Geeta Bhukkal has been given the portfolios of Education and Languages, Social Justice and Empowerment, Women and Child Development, Welfare of Scheduled Castes and Backward Classes, Health, Printing and Stationery.

Among the Minister of State, Mr. Shiv Charan Sharma will hold the portfolios of Revenue and Disaster Management(attached with Chief Minister), Consolidation and Rehabilitation.

Mr. Gopal Kanda has been given the portfolios of Home(attached with Chief Minister), Sports and Youth Affairs(attached with Chief Minister), Industries and Commerce(attached with Industries Minister). Mr. Sukhbir Kataria will hold the portfolios of Agriculture and Cooperation for which he would be attached with Agriculture and Cooperation Ministers.

The Chief Parliamentary Secretaries have been attached with Ministers holding the portfolios of various Departments so as to assist them in their functioning. Mrs.Anita Yadav will assist the Ministers holding the portfolios of Food and Supplies, Women and Child Development. Mr. Dan Singh will assist the Education and Excise and Taxation Minister. Mr. Dharambir Singh will assist Agriculture, Development and Panchayats Ministers and Mr. Jaivir Balmiki will assist Social Welfare Minister. Mr.Jaleb Khan will assist Revenue and Disaster Management and Employment Ministers.

Similarly, Mr. Prahlad Singh Gillakhera has been attached with PWD(B&R) Minister. Mr. Ram Kishan Fouji has been attached with Ministers holding the portfolios of Health, Medical Education, Administration of Justice and Hospitality.

Ms. Sharda Rathore will assist the Ministers in the Departments of Technical Education, Public Relations and Cultural Affairs and Urban Local Bodies. Similarly, Mr. Sultan Singh will be attached with Irrigation and Transport Ministers.

The remaining departments, not mentioned above, have been allotted to the Chief Minister.

No.IPRDH-2009/ Sapru/Prem Sagar Chandigarh, Nov 7- Haryana Chief Minister, Mr Bhupinder Singh Hooda today said that newly constituted State Government would speedily complete all ongoing projects, build infrastructure, create more opportunities for employment and improve the quality of life of the people.

The Chief Minister, who was replying to the questions of media persons shortly after the swearing in ceremony of Ministers and Ministers of State at Haryana Raj Bhawan here said that his Government would work for the welfare of the common man and would further accelerate the pace of development.

No.IPRDH/2009 Sapru Chandigarh, Nov 7- Haryana Cabinet was expanded today as the State Governor, Mr Jagannath Pahadia administered the oath of office and secrecy to six MLAs as Cabinet Ministers and to three other MLAs as Minister of State at a function organised at Haryana Raj Bhawan,here.

Earlier Mr Bhupinder Singh Hooda was sworn in as Chief Minister by the Governor on October 25 last.

Those who were sworn in as Cabinet Ministers today included Capt.

Ajay Singh Yadav,Mr Randeep Singh Surjewala, Mr Mahender Pratap, Mr Om Parkash Jain, Mr Paramvir Singh and Ms Geeta Bhukkal. The three Minister of State are Mr Shiv Charan Sharma, Mr Gopal Kanda and Mr Sukhbir Kataria.

The Chief Minister also administered the oath of office and secrecy to nine MLAs as Chief Parliamentary Secretary. They included Ms Anita Yadav, Rao Dan Singh, Mr Dharambir Singh, Mr Jaivir Balmiki, Mr Jaleb Khan, Mr Prahlad Singh Gillakhera, Mr Ram Kishan Fouji, Ms Sharda Rathore and Mr Sultan Singh.

Raj Bhawan was tastefully decorated for the ceremony which was attended by prominent personalities including Rajya Sabha Member Dr Ram Prakash, President of Haryana Pradesh Congress Committee (HPCC), Mr Phool Chand Mullana, Working President of HPCC, Mr Kuldeep Sharma, former Ministers, MLAs, family members and supporters of newly elected Ministers and Chief Parliamentary Secretaries and senior officers of the State Government.
