With the identification of Nagaraj, the number of Indians killed in the attack rose to three, the government said.
"The toll of Indian citizens killed in Westgate attack rises. Sudharshan B. Nagaraj from Bangalore sadly identified as among those killed. He was in the book trade and had only come to Nairobi on Sep 20," said a short statement of the external affairs ministry.
The Indian High Commission in Nairobi is in touch with Nagaraj's next of kin and associates to repatriate his mortal remains, it said.
Earlier, Sridhar Natarajan, 40, from Tamil Nadu, and Paramshu Jain, eight, the son of a Bank of Baroda's Nairobi branch manager, were identified as among those killed by Islamist militants in their terror strike in Westgate mall in the Kenyan capital.
Meanwhile, the Indian high commission has set up enquiry numbers for people who want information about Indian citizens affected by the mall attack.
The numbers are 00254-538009784 and 00254-538009854.
Somalia-based militant group Al Shabaab has claimed responsibility for the shooting spree in Westgate mall. Four Indians are also among the nearly 200 injured.
