"Whatever has happened in Muzaffarnagar, only the SP government is responsible for that," said Singh.
"The riots could have been avoided had the Congress government at the Centre intervened in time," he said.
Weeks after communal riots in Uttar Pradesh's Muzaffarnagar claimed at least 48 lives, Army will be withdrawn from the district.
"The Army will be withdrawn. Instead of the Army, five additional paramilitary companies will be deployed," Muzaffarnagar District Magistrate Kaushal Raj Sharma told reporters.
"The decision was taken after taking stock of the present situation, which is largely peaceful," he said.
Meanwhile, curfew has been relaxed in Muzaffarnagar and adjoining districts.
