The father of the victim broke down after narrating their ordeal before National Commission for Women (NCW) chairperson Mamta Sharma.
The young girl, who hailed from Bihar's Samastipur District, was gang-raped twice in October last year near her home in Kolkata. The second rape occurred while she was returning home after reporting to the police about the first incident of rape.
In December last year, the girl was set on fire allegedly by the culprits. Later, she succumbed to her injuries at a state-run hospital.
Sharma said police should have given protection to the victim and her family after the first rape complaint.
"I think our recommendations include protection to the family. They are receiving a lot of death threats. The police officers who were on duty, even the Superintendent of Police (SP), did not help them at all. Their suspension is necessary. There should be an inquiry held after the suspension about the mistakes throughout. Compensation should be provided," she said.
The teenager's family met President Pranab Mukherjee to demand a Central Bureau of Investigation (CBI) probe into the case.
