The four states are West Bengal, Bihar, Jharkhand and Orissa.
While West Bengal Chief Minister Buddhadeb Bhattacharjee hosts the meeting, Jharkhand and Bihar chief ministers could not attend the meeting and sent either their deputy or high officials.
Jharkhand is a key state in the fight against Maoists since most of the rebels escape there after their operations in West Bengal.
Orissa Chief Minister Naveen Patnaik is attending the meeting but he arrived late owing to flight delay.
The meeting will review the strategy to counter the Maoists who operate in all the four states and slip into one state to another after attacks.
Top police officials of the four states are attending the meeting.
