Madhya Pradesh Home Affairs Minister and ex-chief minister Babulal Gaur has stirred up a hornet's nest by his statement that a would-be rapist cannot be apprehended as no person makes public his intention to commit sexual assault.

The remarks were made here when some mediapersons solicited his reaction to Uttar Pradesh Chief Minister Akhilesh Yadav's comment that Madhya Pradesh is 'numero uno' in the country when it comes to rapes.

"Sexual assault is a social perversion. When such cases come to light, action is initiated. If someone commits suicide at home what can we do? Women should learn judo and karate. Obscene dances on television and in films, besides other programmes, are also responsible for social degeneration," he felt.

In a vitriolic reaction, Congress General Secretary and former chief minister Digvijaya Singh's younger sibling Laxman Singh condemned Mr Gaur's words and demanded that the Minister be expelled.

Mr Singh also said the Bharatiya Janata Party regime and the saffron party should make their stance clear on the statement.
