The Supreme Court on Monday refused to accept a Public-Interest Litigation (PIL) based on a statement made by former Home Secretary RK Singh against Union Home Minister Sushilkumar Shinde.


Singh, who is a Bharatiya Janata Party (BJP) member now, on Jan 13 alleged that Shinde had protected a top businessman close to underworld don Dawood Ibrahim.

In an interview to CNN-IBN channel, Singh said: "This gentleman has two or three people at home who used to send slips to the then police commissioners saying that particular police should be sent to particular police stations... and this happened not in one case or two case but in numerous cases."

Singh said that these were not allegations but "statement of facts" which former Delhi Police Commissioner Neeraj Kumar told himself and showed the slips to the ex-home secretary.

"I don't know whether money was used to exchange hands but Delhi Police commissioner told me that numerous slips used to come from his residence ... you don't make large number of recommendations ... the postings as SHO's has a vigilance angle to it," he said.

"Mr Shinde told me look people come to me with recommendations and one or two we pass it on...but it was not one or two case," he alleged.

Avoiding names, he claimed that the Delhi Police was stopped by Shinde from questioning a Mumbai-based senior businessman, who he said said had"some kind of links" with Dawood Ibrahim.

"A senior businessman was to be interrogated but the Home Ministry told to hold it .... the interrogation was in connection to IPL match fixing and I heard the businessman had some kind of links with Dawood Ibrahim," he said.
